    Overview

Own stacks grew, models converged, spending outran cash

    US majors

Microsoft, Google, Meta, AWS and Apple mix own and rented AI

    China

Alibaba burns cash while Huawei's chips go live

    Models

Top models sit within six index points; cost per task spreads

    Money

Four majors plan $725–745B; Meta's capex tops cash flow

    Outlook

Keep models swappable; Oct 28–29 and Nov 30 come next

Overview · Five shifts|Stacks grew, models converged, and spending outran cash

    Speaker notes

Five shifts explain the fortnight, and the next pages take them in turn. Microsoft, Google and Meta each moved toward their own chips or models, yet the clouds still host rival labs' models. Independent indexes put the top models within six points, from 58 to 52. Agents and agent security became the product fight. Meta's Q3 capex of $34.91 billion exceeded its $32.79 billion of operating cash flow. And China runs on domestic chips and controlled distribution. So rank and list price mislead; platform fit and funding decide. Next, Microsoft.

    Five shifts

    Meta Q3 capex, above

    $32.79B operating cash flow

    $34.91 B

Own stacks, shared models: Microsoft, Google and Meta each moved toward their own chips or models (Maia 300 announced for 2027, Gemini 4 Argon available Oct 13, Muse Wonder shipping Oct 12), yet the clouds still host rival labs' models

Near-parity quality: the top models sit close together on independent indexes, 58 to 52 across four labs on the Artificial Analysis index

Agents are the product fight: agents and agent security became the product battleground

Spending outruns cash: Meta's capex now exceeds its operating cash flow; Alibaba has spent RMB 190B of a RMB 380B plan

China on its own track: domestic chips and controlled distribution

    What it means

Headline model rank or list price will mislead

The real differences are cost per task, platform fit and who can fund the build‑out

    Next step

Pick your agent platform by data fit and keep the model layer swappable before the Oct 28–29 earnings

Alphabet, Microsoft and Amazon report on Oct 28–29

US majors · Microsoft|Own chip and model are 2027 bets; Copilot runs on partners

    Speaker notes

Starting with Microsoft: its own chip and model are 2027 options, while Copilot runs on partners today. Microsoft announced Maia 300 on October 12 and will scale Maia to multi-gigawatt deployments from 2027. Every ratio, such as up to 7 times rack throughput against Maia 200, is a Microsoft claim, according to its Azure blog. MAI-Base-2 finished pretraining on October 15, with no public access, API or price. Copilot still runs OpenAI and Anthropic models. So treat the claims as roadmap and keep partner routes in your contracts. Now Google.

    What Microsoft announced

Maia 300, announced Oct 12: Azure Maia scales to multi‑gigawatt deployments from 2027; Maia 200 already serves Copilot

MAI-Base-2 finished pretraining Oct 15: 2.8T total and 80B active parameters, no public access

Guardian Agents added Oct 19 to the agent security stack; Copilot still runs OpenAI and Anthropic models

40% more tokens per megawatt than leading GPU systems is an expectation

What it means: every Maia 300 ratio is a vendor claim for a 2027 part, and MAI-Base-2 has no API or price. Neither changes what Copilot customers can buy this quarter.

    US majors · Google|Argon's $2 / $10 API price doubles on Dec 1; budget at $4 / $20

    Speaker notes

Google opened Gemini 4 Argon to paying users on October 13, and its API price is the number to watch. According to Coursiv, input costs $2 and output $10 per million tokens through November 30, then $4 and $20 from December 1. A job with one million tokens each way costs $12 now and $24 later. Google's own table puts Argon behind Claude Opus 5.5 on Terminal-Bench 4.0, a vendor-reported 57.4 against 66.4. On October 21, OpenAI's GPT-6 models reached private preview on Google Cloud. So budget at the higher rate. Next, Meta.

Gemini 4 Argon API price, USD per 1M tokens

    Read: a job with 1M input and 1M output tokens costs 2 + 10 = $12 now and 4 + 20 = $24 from Dec 1

What it means: the introductory rate is time-limited, so any cost comparison made before Dec 1 understates Argon's steady-state price by half

    What shipped

Oct 13: Argon opened to paying users in the Gemini app, AI Mode, paid API, AI Studio and Antigravity

US majors · Meta|Operating income fell 37%, up 11% ex the $9.89B charge

    Speaker notes

Meta shows why one quarter can mislead. Q3 operating income fell 37 percent to $12.99 billion, but without the $9.89 billion legal charge it would have been $22.88 billion, up 11 percent, according to Meta's release. Revenue was $64.60 billion. Meta also shipped Muse Wonder on October 12, with Wonder Full scoring 56 on the Artificial Analysis index against 58 for Claude Opus 5.5. Meta says more than 10 million people set up Muse, while the Wall Street Journal reports nearly 9 million downloads. Treat adoption as unverified. Next, Amazon and Apple.

Operating income $12.99B vs $20.54B a year earlier (−37%); without the $9.89B legal charge, $22.88B (+11%). The charge is tied to an August agreement with 52 state attorneys general

Muse Wonder and Wonder Full shipped Oct 12; Wonder Full scores 56 on the Artificial Analysis index against 58 for Claude Opus 5.5

Joel Kaplan plans to leave (reported)

What it means: the ad business is strong, but Meta's AI claims rest on adoption numbers only Meta states: more than 10M Muse set-ups against nearly 9M downloads reported by the Wall Street Journal.

US majors · AWS, Apple|AWS hosts every lab's models; Apple's AI splits by region

    Speaker notes

Amazon and Apple took different routes. AWS put Bedrock Managed Agents powered by OpenAI into public preview on September 29, beside Anthropic and Moonshot models, and argues agent limits belong in gateway policy. Apple put Siri AI into four home products on October 13, though not initially in the EU. Bloomberg reports China gets Apple Intelligence in December without Siri AI, with guardrails built with Alibaba; Apple has not confirmed that date. So test AWS's policy layer first and plan Apple features by region. Now China.

China · Majors|Alibaba capex up 75% vs 45% cloud growth, burning cash

    Speaker notes

China's majors competed on plumbing, not launches. Alibaba's June-quarter capex rose 75 percent to RMB 67.68 billion while AI cloud revenue grew 45 percent, and its free cash outflow was about 2.4 times last year's, according to Zacks via Yahoo Finance. Alibaba says it has spent RMB 190 billion of a 380 billion plan, as relayed by Zacks. Huawei powered on its first 1,024-card Atlas 950 SuperPoD on October 15, and holds 28 percent of China's accelerator market against Nvidia's 34. So judge them by capex and chips. Next, the models.

Models · Index|Four labs sit within six index points; rank alone cannot choose

    Speaker notes

Now to models. On Artificial Analysis's October 12 snapshot, Claude Opus 5.5 leads at 58, Muse Wonder Full and Claude Sonnet 5.5 score 56, and Gemini 4 Argon, GPT-6 Astra and Claude Fable 5.1 score 53. That is four labs within six points. Settings matter: Argon ran at high effort and the others at max, and Opus scores about 54 at high effort. Human preference differs too, with Argon first on Arena text and Opus first on WebDev. So test candidates on your own tasks. Next, what each costs.

Effort differs: Argon at high, the others at max; Opus is about 54 at high effort vs 58 at max

Meta's 56 belongs to Wonder Full, available only in Muse Code

Preference differs: Argon first on Arena text (1532 vs Opus 1516); Opus first on WebDev

So what: a one-point gap flips with the effort setting, so a purchase decided on rank alone can reverse on the next run

Next step: Test candidate models on your own tasks at the same effort setting before committing

Models · Cost per task|Compare cost per task, not per token: it spans $0.72 to $7.63

    Speaker notes

Cost per task tells a different story. Artificial Analysis puts GPT-6.1 Sol at $0.72 per index task and Claude Fable 5.1 at $7.63. Claude Opus 5.5 costs about 8.3 times Sol, and about 1.32 times Muse Wonder even though both share a four-dollar, twenty-dollar rate card. Argon's $1.99 uses the introductory price; after December 1 it is about $3.98, an estimate. So list price alone misranks the models. Compare cost per task, and rerun the comparison after December 1. Next, who builds and who rents.

Models · Build or rent|Clouds host rival labs' models; Meta keeps its best one locked

    Speaker notes

Who supplies whom? Claude Opus 5.5 is sold on five routes, including Bedrock, Vertex and Foundry. OpenAI's Astra is on Foundry and Bedrock, and in private preview on Google Cloud from October 21. Google and Meta lead with their own models, while Microsoft's MAI-Base-2 has no product yet. Meta's Wonder Full sits only inside Muse Code plans at $50 and $200 a month. So the independent labs are the suppliers and the clouds are the shelf. Keep your model layer swappable behind one gateway. Now, the money.

    Money · Capex plans|Majors plan $725–745B in 2026; three report Oct 28–29

    Speaker notes

Now the money. Meta narrowed 2026 capex to $135 to $145 billion on October 21. Alphabet guided $195 to $205 billion and Amazon about $220 billion in July. Microsoft's roughly $175 billion is reported by a secondary source. Added together, the four plan $725 to $745 billion. Q2 cash capex was $163.9 billion, led by Amazon at $53.1 billion net of sales and incentives. Alphabet and Microsoft report on October 28 and Amazon on October 29, so a cut or a raise would move the whole group. Compare capex only with matching definitions. Next, Meta's cash gap.

    Q2 2026 cash capex, USD B

Read-out: total $163.9B; Amazon's 53.1 is net of sales and incentives

Consequence: capex is rising at all four, so a cut or a raise on the Oct 28–29 calls would move the whole group's outlook.

Money · Cash gap|Meta's capex beat cash flow by $2.12B; debt fills the gap

    Speaker notes

Meta shows the strain. In Q3, capex was $34.91 billion against operating cash flow of $32.79 billion, so free cash flow was negative $2.12 billion, according to Meta; a year earlier it was positive $10.63 billion. The 2026 guide implies $49 to $59 billion of capex in Q4, a TIKR estimate. Net cash is only $1.53 billion, and Alphabet's free cash flow was already negative in Q2. Debt and equity now fund part of the build-out. On Meta's Q4 call, read the 2027 capex guide and any new financing. Finally, what to do.

1. Key takeaways from the two weeks

Between Oct 9 and Oct 22, 2026, the big tech groups made fewer headline launches than financing and positioning moves. Five conclusions explain the fortnight; each is supported in the chapter named in brackets.

1. Every major group tried to own more of its stack, and none left the shared supply of models. Microsoft announced the Maia 300 chip for 2027 and finished pretraining MAI-Base-2. Google opened Gemini 4 Argon to paying users on Oct 13, and Meta shipped Muse Wonder on Oct 12. Yet Copilot still runs OpenAI and Anthropic models, and Google Cloud began hosting OpenAI's GPT-6 models in private preview on Oct 21. [Chapters 2, 3, 4, 7]

2. Quality is near parity, so price and distribution decide. On the Artificial Analysis index, the top models of four labs sit within six points, 58 to 52. Cost per index task ranges from $0.72 (GPT-6.1 Sol) to $5.98 (Claude Opus 5.5), about 8.3 times, and Argon's introductory API price of $2 / $10 per million tokens doubles on Dec 1. [Chapter 7]

3. Agents became the product battleground, and control of agents became the selling point. Microsoft added Guardian Agents on Oct 19, AWS argues for policy enforced at the gateway, and Google's Gemini app now runs tasks across more than 40 connected apps. Adoption claims are still thin: Meta says more than 10 million people set up Muse, while the Wall Street Journal reports nearly 9 million downloads and weak retention. [Chapters 2, 3, 4, 5]

4. Spending now outruns cash. Meta's Q3 capex of $34.91B exceeded operating cash flow of $32.79B, leaving free cash flow of negative $2.12B, and a $9.89B legal charge cut operating income 37%. Alphabet's Q2 free cash flow was already negative, and Alibaba has spent RMB 190B of a RMB 380B plan. Alphabet, Microsoft and Amazon report on Oct 28–29. [Chapters 6, 8]

5. China runs on a separate track of domestic chips and controlled distribution. Huawei powered on its first 1,024-card Atlas 950 SuperPoD on Oct 15, and Apple's China launch of Apple Intelligence is reported to run with Alibaba-built guardrails and without Siri AI. [Chapters 5, 6]

2. Microsoft — own chips, own models, agent security

Chapter 1 found that the fortnight's common thread was a move to own-stack AI; Microsoft is the clearest case, because in two weeks it showed its own accelerator, its own base model and its own controls over other vendors' agents, while still selling OpenAI and Anthropic models inside Copilot.

2.1 Dated timeline

Date (2026) Event Status on Oct 23 Source
Oct 7 (context; before the window; some outlets give Oct 8, we follow PCMag) Windows & Surface event: Surface Laptop Ultra, Nvidia RTX Spark Pre-order per Microsoft; "launched" per PCWorld, week of Oct 20 PCMag; Microsoft; PCWorld

Oct 12 Maia 300 announced; Azure Maia to multi-gigawatt scale from 2027 Announced; Maia 200 in production Microsoft
Oct 15 MAI-Base-2 pretraining completed Post-training under way; no public access The Elec
Oct 19 Guardian Agents added to Project Perception and Microsoft 365 E7 Announced; per-feature dates not stated Microsoft

2.2 Maia 300: chips and cost logic

Scott Guthrie wrote on Oct 12 that Microsoft will scale Azure Maia to multi-gigawatt deployments from 2027, "making Maia the primary inference system for Microsoft products and services". Maia 200 already runs Copilot and supports the MAI team, with GitHub Copilot and Foundry to follow by end of 2026, and it runs OpenAI models, MAI models and open-source families. Deploying in the US, Europe and Australia, it gives up to 1.7x more tokens per watt than "leading GPU infrastructure" for Teams, Copilot and Cowork, a Microsoft claim with an unnamed comparator.

Maia 300 is announced for 2027, not shipping. Microsoft's own comparison with Maia 200:

Maia 300 vs Maia 200 Value Source
Accelerators per rack 96 (double) Microsoft Azure Blog
Scale-up domain (superpod) up to 12,288 accelerators Microsoft Azure Blog
Memory bandwidth / capacity 2.5x / +33% Microsoft Azure Blog
Rack-scale token throughput (full 96 config) up to 7x Microsoft Azure Blog
Performance per watt more than 2.5x Microsoft Azure Blog

Package details: eight HBM4 stacks give 18.0 TB/s within a 950 W TDP (18,000 GB/s ÷ 950 W ≈ 19 GB/s per watt), and compute chiplets use TSMC N2P. A 12,288 superpod is 12,288 ÷ 96 = 128 racks.

The cost logic is power. Microsoft expects Maia 300 to deliver 40% more tokens per megawatt than leading GPU systems. One Microsoft post says "per watt"; we follow the Official Microsoft Blog and the press release, which say megawatt. That figure is an expectation without independent test. Power is the scarce input in a data hall, so tokens per megawatt sets serving cost (capex is in Chapter 8). The agent-native Cobalt 200 CPU claims 33% lower agent call latency and 23% higher agentic throughput than Cobalt 100.

2.3 In-house models versus OpenAI dependence

Microsoft AI announced on Oct 15 that MAI-Base-2 had finished pretraining. The model is a mixture-of-experts with 2.8 trillion total and 80 billion active parameters, trained on 50 trillion tokens, up from 1 trillion, 35 billion and 30 trillion in MAI-Base-1. According to The Elec, it took 38 days on 16,000 Nvidia GB200 GPUs. We could not retrieve Microsoft's own post, so we rely on press summaries.

Microsoft's efficiency claim is narrower than headlines suggest. Per XenoSpectrum's reading of the technical report, it compares bits per byte (BPB) on held-out text against DeepSeek-V4-Pro-Base:

Domain (XenoSpectrum) DeepSeek BPB MAI-Base-2 BPB Compute efficiency (Microsoft estimate)
Code 0.2370 0.2203 12.3x
STEM 0.3968 0.3653 8.3x
Math 0.3862 0.3561 6.6x
Q&A 0.4351 0.4162 4.2x

The multiple is the estimated compute needed to reach the same BPB, fitted from scaling curves. It does not mean MAI-Base-2 used one-twelfth of DeepSeek's compute, and the evaluation is internal. No independent replication exists (Layer3 Labs).

The OpenAI comparison is weaker still. According to Business Insider (via SmBom and HyperAI), Mustafa Suleyman told staff on Oct 15 that the model beat the base model behind GPT-5.6 with one-quarter of the pretraining compute. This is reported internal talk; Microsoft's public material lacks data to check it.

Availability: no API, price or release date. Microsoft says it will license weights to "trusted partners through Foundry" because its pretraining uses organic data without distillation (Constellation Research, quoting Microsoft). MAI-Thinking-1, announced June 2026, is in private preview on Foundry only.

Meanwhile OpenAI stays inside the product. According to Empowering.Cloud, GPT-6.1 Sol and Claude Sonnet 5.5 reached Copilot, Cowork and Copilot Studio at the end of September, and OpenAI must now be switched on as a subprocessor, the first time and not by default.

Microsoft is building the option to depend less on OpenAI, not leaving it: MAI-Base-2 is a pretrained base with no product yet, while OpenAI and Anthropic models are what Copilot customers can use today.

2.4 Agent security and enterprise positioning

On Oct 19 Microsoft extended Project Perception, its security system introduced in July with red, blue and green agents, to agents running inside the enterprise. TechCrunch dates Perception to June; we follow Microsoft's July. Hayete Gallot wrote that "frontier models, regardless of their origin, cannot be trusted", and that Guardian Agents should watch every agent action before it happens. Microsoft's own post lists these elements:

  • discovery of 35 more local agent types, for 60 in total, including Claude Code, OpenAI Codex and GitHub Copilot; GeekWire gives the prior count as 25, and 25 + 35 = 60;
  • Entra Agent ID extended to local and unknown agents;
  • Microsoft Execution Container (MXC) sandboxes, and Dynamic Permissions that start at zero authority and grant task-scoped, time-bound access.

The features sit in Microsoft 365 E7, launched in May at $99 per user per month with Copilot, E5, Entra Suite and Agent 365 (GeekWire). Nadella's line, "trust the model the least", puts the control layer outside the model vendors.

TechCrunch calls the stance surprising, since Microsoft backs OpenAI and Anthropic, and self-serving, since it keeps security spend with the cloud provider. GeekWire names Google, AWS, CrowdStrike and Okta as rivals for the same role.

3. Alphabet and Google — Gemini 4 Argon and agents at work

Chapter 2 showed Microsoft pairing its own chips and MAI models with agent security; Alphabet ran the same own-stack play around Gemini 4 Argon, then closed the fortnight by hosting OpenAI's models on Google Cloud.

3.1 Gemini 4 Argon: what shipped, to whom, at what price

Google announced Gemini 4 Argon on Sep 30, 2026, but at first only approved cyber defenders in its Fairwind Program could use it, pending safety tests and a voluntary U.S. government pre-release review (according to VentureBeat). On Oct 13, 13 days later, it opened to paying users in the Gemini app, AI Mode, the paid Gemini API, Google AI Studio and Antigravity. The release notes say it is "rolling out globally for Google AI Pro & Ultra subscribers". Status: available since Oct 13, 2026; free accounts are excluded.

The table below uses one source, Coursiv's reading of Google's plans and pricing pages on Oct 13.

Tier US price Argon access (Oct 13, 2026)
Free; AI Plus $0; $4.99/month Not included
Google AI Pro $19.99/month App and AI Mode; still rolling out in some countries
Google AI Ultra 5x $99.99/month Higher app access; Antigravity and AI Studio
Google AI Ultra 20x $199.99/month Highest access; Antigravity and AI Studio
Gemini API, paid tier (gemini-4-argon) Per 1M tokens Time-limited, through Nov 30: $2 input / $0.10 cached / $10 output. From Dec 1: $4 / $0.20 / $20

Coursiv notes a conflict: Google's announcement says Pro subscribers can use Argon now, while the plans page says Pro access is still arriving in select countries. We follow Google's release note (global rollout) and treat Pro as gradual. The introductory API price is in effect and doubles on Dec 1. A job with 1M input and 1M output tokens costs 2 + 10 = $12 now and 4 + 20 = $24 afterwards (our arithmetic). The context window is 1,048,576 tokens, shared by input, thinking and output; output is text only.

Benchmarks need two labels. Vendor claims, from Google's launch table as reported by VentureBeat: 77.9% on DeepSWE v1.1 (Opus 5.5 74.2%), 51.3% on AutomationBench (Opus 5.5 42.5%), 19.6% on Harvey's Legal Agent Benchmark (GPT-6 Astra 5.4%), but only 57.4% on Terminal-Bench 4.0 against Opus 5.5's 66.4%. The independent view is mixed. Vals AI puts Argon first on its Vals Index at 68.90% as of Oct 12, while Artificial Analysis scores it 53, level with GPT-6 Astra and behind Opus 5.5 at 58 (via Coursiv). Chapter 7 compares these rankings.

Google's internal results are company-reported, not independently replicated. More than 100,000 Google employees use Argon through an internal Antigravity each month, and over four weeks agentic code submissions rose 35% while rollbacks fell 30%. Argon helped reorganise about 6 million lines of Chromium code in weeks rather than months, and lifted Gemma 4 E2B throughput from about 37,900 to over 108,000 tokens per second (roughly 2.9x). Google DeepMind also reports an ERQA robotics score of 87% (Oct 13).

3.2 Agents and Workspace skills

Context before the window: on Oct 8, one day before the period starts, Google Cloud's Thomas Kurian introduced the Gemini agent at the "Gemini at Work 2026" event. According to Hello Growth, it is a universal work agent across Gmail, Docs, Sheets, Chat, Calendar, Slack and Microsoft 365, with its own Workspace account and an action log, and it picks between Google's models and Anthropic's Claude. Status: private preview, with no wider date and no full pricing.

Inside the window, the Oct 13 Gemini app update brought agent work to consumers: a chat-to-tasks toggle lets Gemini work while the user is away, and it connects to more than 40 apps such as Instacart, OpenTable, Adobe and Shopify. Antigravity, Google's agentic coding interface, is now built into the Gemini macOS app.

Skills are reusable instructions in the open SKILL.md format. Google announced on Sep 30 that they will replace Gems. The dates below come from one source, which read Google's Workspace Updates posts of Sep 30 and Oct 13.

Date Event Status (Oct 23)
Sep 30, 2026 New Studio flows with "Ask a Gem" blocked In effect
Oct 13, 2026 Skills start in Gemini app; complete by mid-November Rolling out
Oct 13, 2026 Skills in Workspace apps "delayed until further notice" On hold
Nov 17, 2026 Gems move to Settings, still usable Announced
Mar 1, 2027 (no sooner than) Gems end for business and enterprise Announced
Jun 1, 2027 (no sooner than) Gems end for education Announced

Sources disagree on Workspace: LCMH and Powerdrill say rollout began Oct 5, while Imisofts and McKelvey report the Oct 13 delay. We follow the later update. Skills do not sync between the app and Workspace, so each is built twice.

3.3 Cloud partnerships and capacity

On Oct 21, Google Cloud and OpenAI announced that GPT-6 Astra, GPT-6.1 Sol and GPT-6 Luna, plus Codex workflows, are in private preview for select enterprise customers in Model Garden. OpenAI says general availability is planned "in the coming weeks". Billing runs through Google Cloud Marketplace and draws down existing commitments. No price list exists yet, and zero data retention and confidential computing are "coming soon". One source says confidential computing is already enabled; we follow the reading of the posts themselves. Azure and AWS had sold Astra as GA since Sep 3 and Sep 8, and OpenAI's post says Microsoft remains its primary cloud partner. Google's edge is that it also sells Gemini. For contracts and capex, see Chapter 8.

Google's play this fortnight was to own the model and rent out the shelf: Argon at a half-price introductory rate drives Antigravity and agents, while Google Cloud sells OpenAI's models beside Gemini.

On capacity, we found no October comment from Kurian about trading revenue for compute. The closest company statement is CFO Anat Ashkenazi's Q2 call remark (Jul 22) that Google will "expand the use of third-party capacity in Q3 as a bridging strategy", at some cost to Cloud margin. Q2 Cloud revenue was $24,768M (+82%), with a 35.6% margin and a $514B backlog. Management expects to recognise half the backlog over 24 months: $257B ÷ 8 quarters ≈ $32B a quarter. Press reports, not confirmed by Google, say it rents about 110,000 Nvidia GPUs from SpaceX for about $920M a month (about $8,400 per GPU-month, our arithmetic) from October; BofA dates the start to September. Alphabet reports Q3 on Oct 28; consensus Cloud growth is about 89% (estimate).

4. Meta — Muse Wonder, Q3 results and a leadership change

Chapter 3 covered Alphabet's Gemini 4 Argon; Meta answered with its own first frontier model on Oct 12, then reported a quarter on Oct 21 in which a legal charge and AI spending both showed up in the numbers.

4.1 Muse Wonder: what Meta shipped and what outsiders confirm

Meta announced Muse Wonder and Muse Wonder Full on Oct 12, 2026, calling them its "most capable models to date" for agentic work. Status: shipping since Oct 12. Wonder is available through the Meta Model API and Muse Code, Wonder Full only to Muse Code subscribers, and Wonder will "soon" power Muse, subscribers first. Neither model has downloadable weights. Wonder costs $4 / $20 per million input/output tokens, with cached input at $0.20, and both models have a 1-million-token context window. Wonder Full has no per-token price. It is included in Muse Code's $50 and $200 monthly plans.

Meta's headline claim is that Wonder Full leads on sustained agent work. The independent check is Artificial Analysis (AA), whose Intelligence Index put Wonder Full at 56, level with Claude Sonnet 5.5 and behind Claude Opus 5.5 at 58; Wonder scored 52. So the supportable claim is "at the frontier", not "ahead of it".

Benchmark (max reasoning effort) Wonder Full Wonder GPT-6 Astra Claude Opus 5.5 Source
AA Intelligence Index 56 52 53 58 Meta model card, Oct 12 (via VentureBeat)
SWE-Marathon (long coding) 57.5 53.1 42.5 46.3 same
DeepSWE 1.1 79.0 78.8 74.1 74.2 same
Harvey LAB-AA (legal) 13.1 10.0 8.6 4.2 same
Terminal-Bench 4.0-AA 57.1 52.0 59.1 59.6 same
HealthBench Pro 62.3 60.5 65.3 65.6 same

MLQ, quoting Meta's developer page, gives Terminal-Bench figures near 85 for both Wonder models. That conflicts with the model-card values above. We follow the model card for same-source consistency and draw no conclusion from that row. Caveats: Meta's comparison mixes internal, vendor-supplied and third-party runs, and rivals ran some coding tests in their own harnesses. According to Futurum, Wonder's hallucination rate on AA is 26.5% versus 51% for GPT-6 Astra and 58.6% for Opus 5.5.

The safety report is still outstanding. Meta said on Oct 12 that a full report "will be available soon", and MLQ (date not stated) notes it was not yet published. Futurum reports the model card says Meta cannot rule out the unmitigated model reaching its high-risk threshold for chemical and biological misuse, and that Meta's own chart shows personal information mishandled in 3.4% of test cases.

4.2 Muse adoption: Meta's numbers against press reports

On the Oct 21 call Zuckerberg said more than 10 million people in the US and Canada had set up Muse personal agents in "a month and a half" (Muse launched Sept 8). About 25% use it on a given day. Shopping is the top use, with over a quarter of users engaging and an average purchase above $200. He also said Muse Wonder improves quality, engagement and retention. These are company statements, not audited figures.

The Wall Street Journal, via Roic, reported nearly 9 million downloads since Sept 8, slowing growth and retention below ChatGPT, citing people familiar (reported). "Set up" and "downloaded" are different counts, so the figures do not contradict; the accounts differ on momentum. Bank of America's view that meaningful Muse revenue is unlikely before 2028 is an estimate.

Zuckerberg's plan is free for most users, with business-paid transaction fees and subscriptions for advanced models. He expects compute cost efficiency to improve more than 10x within a year; compute demand is one reason Muse is not yet global (Bloomberg, via Business Times).

4.3 Q3 2026 results from the official release

All figures below are from Meta's Oct 21 release.

Metric Q3 2026 Q3 2025 Change Source
Revenue $64.60B $51.24B +26% Meta Q3 release
Costs and expenses $51.61B $30.71B +68% Meta Q3 release
Income from operations $12.99B $20.54B -37% Meta Q3 release
Operating margin 20% 40% -20 pts Meta Q3 release
Net income $9.86B $2.71B +264% Meta Q3 release
Diluted EPS $3.83 $1.05 +265% Meta Q3 release

The pressure came from a $9.89B charge for the August agreement with 52 state attorneys general over teen mental health, with payments of up to about $18.59B. Without it, operating income would be 12.99 + 9.89 = $22.88B, and diluted EPS $7.40. Costs would be 51.61 - 9.89 = $41.72B, up 36% (41.72 / 30.71 = 1.36), against revenue up 26%. Net income's +264% reflects a year-ago base with an 87% effective tax rate. Revenue beat the $61-64B range Meta gave in July, according to StockTitan, and the $63.3B consensus (Bloomberg, via Business Times).

Cash flow and spending are Chapter 8's subject. Headline numbers only: capex including finance-lease principal $34.91B, operating cash flow $32.79B, free cash flow negative $2.12B. A $41.68B Q3 capex figure circulates in secondary coverage. The only version we could trace is a pre-results Visible Alpha estimate, reported by Reuters and quoted by indmoney, so we follow the release's $34.91B (see Chapter 8).

Guidance (company, Oct 21):

  • Q4 revenue $73-76B, assuming roughly a 1% currency headwind. Against Q4 2025's $59.9B (StockTitan), that is +22% to +27%. The midpoint of $74.5B is above the $73.6B analyst average (Bloomberg, via Business Times).
  • 2026 total expenses now $175-179B, raised for the legal charge.
  • 2026 capex $135-145B, narrowed from $130-145B.
  • Reality Labs losses of $18-19B for 2026. Meta still expects 2026 operating income above 2025, excluding the charge.

Meta also announced a new non-voting Class C stock, distributed as a dividend, in effect a two-for-one split, with trading expected from January (Bloomberg, via Business Times).

Meta reports a strong ad business (revenue +26%) and a quarter in which a legal charge cut operating income 37%. Its AI narrative rests on Muse adoption numbers that only Meta has stated.

4.4 Joel Kaplan's planned departure

Joel Kaplan, Chief Global Affairs Officer, plans to leave after more than 15 years, staying for a transition of several months (BW Marketing World, quoting his LinkedIn post). Law.com, dated Oct 21, says he plans to leave next year and that chief legal officer C.J. Mahoney takes on policy responsibilities. Venture Atlas summarises an Axios report dated Oct 20: Kaplan stays through the midterms into 2027, president Dina Powell McCormick adds external affairs, and Mahoney gains policy duties. We found no Meta newsroom statement, so the role split rests on press reports (reported), and no effective date is stated.

The Q3 release flags youth-related trials "in the coming months"; no source links them to Kaplan's timing.

5. Amazon and Apple — marketplace and on-device strategies

Chapter 4 showed Meta pushing its own Muse models into products; Amazon and Apple spent the same fortnight tightening control of the layer around models, with AWS renting out other labs' models and Apple shipping its own assistant that regulators can still carve up by country.

5.1 AWS agent platform and model choice

Amazon Bedrock Managed Agents, powered by OpenAI (BMA) opened as a public preview on Sept 29, 2026, just before our window, and AWS repeated it in its Oct 5 roundup. It runs a customised, AWS-native OpenAI Agents API: agents keep data inside AWS, reuse IAM permissions and stay auditable through CloudTrail, with durable sessions and human-approval workflows. According to a consultancy guide (shanav.com), the limited preview began Apr 28, 2026, when AWS said OpenAI usage can count toward existing AWS commitments.

The shelf around BMA matters more than the runtime. AWS's own September recap lists OpenAI, Anthropic and Moonshot models side by side:

AWS-stated item (September 2026 recap) Figure Status
OpenAI GPT-6 Astra up to 1M input tokens GA on Bedrock
GPT-6 Astra Ultrafast up to 6x faster, up to 300 tokens/s Available
Claude Sonnet 5.5 30% lower cost per task, 30% faster than Sonnet 5 Available (vendor claim)
Strands harness (open source) 28% fewer tokens at similar accuracy Released

Claude Fable 5.1, Opus 5.5 and Kimi K3 are on the same list; the Oct 13 roundup adds Claude Haiku 5.5 and Amazon Nova 2.5 Sonic (titles only).

Cost and control are the second lever. According to shattered.io (secondary), AWS documented on Oct 7 that cost allocation by IAM principal now covers the bedrock-mantle endpoint, not only bedrock-runtime. The same source gives AgentCore Runtime prices:

AgentCore Runtime rate $/vCPU-hour $/GB-hour
v2 on-demand (current default) 0.1276 0.0169
v2 committed baseline (planned by end of October) 0.0997 0.0132

The check: (0.1276 − 0.0997) ÷ 0.1276 = 21.9% on CPU and (0.0169 − 0.0132) ÷ 0.0169 = 21.9% on memory, matching the "roughly 22%" claim. The committed tier is announced, not yet in effect at Oct 23, and rests on one secondary source. AWS's Oct 19 blog "Trust in Depth" argues that agent limits belong outside the agent's reasoning, in AgentCore policies enforced at the gateway.

AWS is positioning as the neutral shelf for every frontier lab's model, run inside the customer's IAM and billing boundary. Cost attribution and gateway policy are where it tries to differentiate.

5.2 AWS infrastructure supplier moves

On Oct 21, 2026, 3M and AWS announced an expanded collaboration: AWS "plans to deploy and scale" 3M's Expanded Beam Optical (EBO) platform in its data centers (status: announced). The release gives jobs and economic figures: more than 500 jobs supported directly and indirectly, including more than 100 new roles through 2027 in Minnesota, Texas and Wisconsin, and nearly $0.5 billion contributed to the U.S. economy by 3M's optical business. No contract value, volume or deployment date is disclosed, and Amazon's quote stresses U.S. jobs. Read it as supply-chain positioning; spending is in Chapter 8.

5.3 Apple's AI release and regional split

On Oct 13, 2026, Apple's newsroom put Siri AI into four home products. Apple says it runs on "an entirely new architecture built on the latest generation of Apple Foundation Models", on-device or in Private Cloud Compute. The dates:

Apple product (Apple newsroom) Date Siri AI status
HomePod mini 2 pre-order Oct 13; ships Oct 30 "in a future software update"
Apple TV 4K pre-order Oct 13; ships Nov 13 included at launch
HomeView pre-order Oct 13; ships Nov 13 included at launch
Apple Home Collection December; select items early 2027 not stated
iPhone Duo pre-orders Oct 16 beta, English, with iOS 27

The product stays regional. According to iGeeksBlog, citing Apple's Apple TV 4K announcement, Siri AI is a beta in English in eight countries and regions and is not initially in the EU on iOS or iPadOS. Apple's HomeView footnote says it is "working constructively with the EU" (via 9to5Mac). In China, Apple's availability page says new Apple Intelligence features are unavailable while it works through regulatory requirements. Result: three Apple stacks (global, EU without Siri AI, China without Siri AI).

5.4 China approval and its conditions

Separate what Apple has said from what Bloomberg has reported.

Apple-side, via media. On Oct 15, the Times of India said Tim Cook, in an interview with The Paper (Shanghai), confirmed Apple Intelligence is approved in China, with a test version later this month. Apple has not confirmed a launch date or update number.

Regulator filings, via media. We hold no regulator page. According to iGeeksBlog, a Cyberspace Administration of China (CAC) notice on Jul 15 listed seven on-device generative-AI services, Apple's as "Apple智能"; it is a filing record, not a launch date. According to Bloomberg (via 9to5Mac), Apple received Chinese permits on Sept 29 letting recent iPhones use Apple Intelligence with Alibaba's Qwen and Tongyi Wanxiang. TechTimes (secondary) calls them Ministry of Industry and Information Technology network-access permits.

Bloomberg-reported concessions (not Apple statements). Apple plans a December launch in iOS 27.3, excluding Siri AI. The platform carries guardrails built with Alibaba, "including a filter that allows the government to approve ongoing updates to the AI models", and Apple is working with Baidu on search and Siri-related features. Treat December as reported.

Feature Reported China status Source
Writing tools, Clean Up, Genmoji (original), notification summaries Included Bloomberg (via 9to5Mac)
In-house image generation; text generation limited in some apps Excluded; limited Bloomberg (via 9to5Mac)
Siri AI Excluded Bloomberg (via 9to5Mac)

One claim stays unverified: TechTimes says server-side queries in China route to Alibaba's infrastructure instead of Private Cloud Compute; Apple has not said so. Alibaba's own strategy is in Chapter 6.

The commercial stake is visible: TOI puts Apple's Greater China revenue growth at 38% in the December 2025 quarter and 22% in June, and Bloomberg doubts that a two-year-old feature set will win buyers from Huawei, Xiaomi, Oppo and Vivo.

6. China's majors — Alibaba, ByteDance, Tencent, Baidu and Huawei

Chapter 5 ended with Apple Intelligence in China running on Alibaba models (see Chapter 5); this chapter turns to Alibaba and its four domestic peers, who spent Oct 9–22 on agents, financing and chips rather than on flagship launches.

The Chinese majors' fortnight was plumbing, not frontier models: Alibaba is half-way (RMB 190 billion of 380 billion) through its AI and cloud capex plan, Huawei's Ascend systems went live in operator clusters, and the only new peer model was Tencent's narrow open-weight memory writer.

Company In-window item Date (2026) Status (Oct 23) Source

6.1 Alibaba: open weights up front, heavy spending behind

The current line is Qwen3.8 (August 2026). Qwen3.8-Max, a 2.4-trillion-parameter mixture-of-experts model with a 1-million-token context, has been available since Aug 3. An open version (mid-August) needs a separate licence for service providers with more than $50 million revenue. In the window, Oracle's release notes say Qwen3.8-Flash-Next can be imported into OCI Generative AI from Oct 15, with H100_X8 or H200_X4 as minimum cluster shapes (in effect). Alibaba retired 47 legacy API model IDs on Oct 10 at 00:00 UTC+8 (in effect, per BenchLM reading Alibaba's notices). Model Studio prices per million input/output tokens (International mode): Qwen3.5 Plus $0.40/$2.40, Qwen3.5 Flash $0.10/$0.40, Qwen3.7 Flash $0.03/$0.13.

Qwen 4 is not out. Alibaba said on Sep 22 that it is "in training" and that Qwen 4.5 and Qwen 5 are projected to reach 5–10 trillion parameters; no date, price or weights exist (announced, TechPilot summarising the release). An Oct 10 teaser from the Qwen Developers X account is a hint, not an announcement.

The capex plan. The RMB 380 billion figure comes from Zacks Investment Research, carried by Yahoo Finance and TradingView, which attributes it to company guidance. We could not retrieve Alibaba's own release, so this is guidance relayed by a finance outlet. Cumulative AI and cloud capex reached RMB 190 billion through June 2026, "half of the three-year RMB 380 billion plan" (190 ÷ 380 = 50%).

Alibaba, June quarter (Q1 FY2027) Value Source
AI Cloud and Compute Services revenue RMB 48.44B, +45% Zacks via Yahoo Finance
Capex RMB 67.68B, +75% Zacks via Yahoo Finance
Free cash outflow RMB 44.67B (prior year 18.82B) Zacks via Yahoo Finance
Net income RMB 10.44B, -75% Zacks via Yahoo Finance

Free cash outflow is 44.67 ÷ 18.82 ≈ 2.4 times last year's. Guidance: Model and Application Services recurring revenue of RMB 30 billion by year-end (above RMB 16 billion in August) and a payback of about three years, targeting 2.5. Cloud growth is rising, but cash is not yet.

6.2 ByteDance: agent reach and safety, no capex statement

ByteDance's Doubao chatbot had 382 million active users in June, per China Tech Daily citing Wallstreetcn. On Oct 14 outlets reported that Seed, its model unit, created a Model-Alignment & Preparedness department (CBRN misuse and agent safety), led by Yan Lin and reporting to Wu Yonghui after an internal email, date not stated (reported). The sharper story is distribution: Doubao Phone Assistant, which reads screens and simulates taps, listed 151 apps that refuse it, including WeChat, Taobao and DeepSeek. Tencent-linked apps account for 65 and Alibaba's for 23; automation will open gradually on ZTE Nubia phones to apps that have not refused (reported).

On money, ByteDance does not report capex, so we give no company figure. SemiAnalysis, via AsiaAI.FYI, calls ByteDance China's largest data-centre tenant. We found no confirmed ByteDance chip deal in the window.

6.3 Tencent and Baidu: thin in the window

Tencent. Tencent Hunyuan released Hy-Memory-30B-A3B on Oct 15 under Apache 2.0, according to ibl.ai citing the model card. It is a 30B mixture-of-experts model (about 3B active) that only writes agent memory. Its macro average is 55.49 against 54.62 for Claude Opus 5 (a 0.87-point margin) and 51.63 for the Hy3 checkpoint it was trained from (+3.86). These are Tencent's own scores on a 20% subsample; ibl.ai reads the margin as parity. Separately, 36Kr's Oct 14 digest says Tencent began issuing $5 billion of US-dollar bonds for AI spending; terms are not stated (reported).

Baidu. Our sources have no Baidu release in the window. The latest model is ERNIE 5.1 (May 9): Baidu says it has about one-third of ERNIE 5.0's parameters (vendor claim). Gate.AI, a reseller, lists $0.56/$2.53 per million tokens up to 32K context, as of Oct 10. That is a reseller's price, not Baidu's list, so it is not comparable with the Alibaba prices.

Alibaba, Tencent and Baidu together spent about $20 billion on capex in Q2 2026, more than double a year earlier, and all had negative free cash flow for the first time (SemiAnalysis via AsiaAI.FYI, estimate).

6.4 Huawei and the domestic chip stack

Huawei's news was deployment. On Oct 15 the first 1,024-card liquid-cooled Atlas 950 SuperPoD was powered on and completed day-0 adaptation for StepFun's Step 5 Preview. On Oct 16 China Telecom and Huawei launched an Ascend 950DT 10,000-card pool in Inner Mongolia, and China Mobile a 1,000-card supernode in Beijing. Stated specs: 1 EFLOPS FP8, 256 TB unified memory, 3 μs latency (SMM, Oct 21; about 0.98 PFLOPS per card, 1,000 ÷ 1,024).

The roadmap is a Huawei statement from Huawei Connect (Sep 17–19, before the window; announced plan): Ascend 960DT in Q1 2027, 960PR in Q3 2027, 970 in 2028, 980 in 2029, with over 1,000 Atlas 900 A3 SuperPoDs deployed. The Atlas 960E SuperPoD scales to 4,096 NPUs. Alibaba's Zhenwu V900 chip (three times the M890; mass production Q1 2027) follows the same pattern.

China AI-accelerator market, H1 2026 Nvidia Huawei Source
Share 34% 28% IDC via BigGo
Units shipped 678,000 (-44%) 572,000 (about 2x) IDC via BigGo

The gap is 34 − 28 = 6 points, from 31 a year earlier. Huawei is supply-limited by SMIC yields and HBM; ByteDance and Alibaba absorbed existing 910C stock.

Judgement. The majors compete on distribution, cost and chips, not benchmark rank: ByteDance is most exposed to app blocks, Alibaba to cash burn, and Huawei gains share from export limits.

7. Products and model comparison

Chapter 6 ended with China's majors building on domestic chips; this chapter puts the Western flagships, plus Alibaba's Qwen, on one scale to show who leads, at what price, and who builds versus partners.

On Artificial Analysis (AA), the top models of four labs (Anthropic, Meta, Google, OpenAI) sit within 58 to 52 on the Intelligence Index. With scores that close, price per task and distribution decide the choice, and the clouds now carry each other's models.

7.1 Who leads, and on which yardstick

The AA Intelligence Index v4.3.2 blends ten evaluations. The table is the AA snapshot of Oct 12, 2026 as reported by VentureBeat from Meta's model card, in rounded integers. Effort settings differ: Argon was measured at "high", the others at "max".

Company Model AA Intelligence Index Source
Anthropic Claude Opus 5.5 58 VentureBeat (AA data)
Anthropic Claude Sonnet 5.5 56 VentureBeat (AA data)
Meta Muse Wonder Full 56 VentureBeat (AA data)
Google Gemini 4 Argon (high) 53 VentureBeat (AA data)
OpenAI GPT-6 Astra 53 VentureBeat (AA data)
Anthropic Claude Fable 5.1 53 VentureBeat (AA data)
Meta Muse Wonder (API model) 52 VentureBeat (AA data)

Settings matter. RecoupRev reports Opus 5.5 at about 54 on high effort against 58 at max, so a one-point gap between models says little. Meta's headline 56 belongs to Wonder Full, which is available only inside Muse Code. The API model scores 52. For Alibaba, modelgrep's AA-based table has Qwen3.8 Max at 45.4 against Opus 5.5 at 57.6, a gap of 12.2 points. Chapter 6 covers Alibaba itself.

Human preference gives a different order. In BenchLM's October Arena text snapshot, Argon leads with preliminary ratings that are still moving:

Arena text rank (Oct 2026) Model Rating Votes Source
1 Gemini 4 Argon (High) 1532 4,904 BenchLM
2 Claude Opus 5.5 (High) 1516 8,300 BenchLM
3 Claude Fable 5.1 (Max) 1512 14,590 BenchLM
7 Muse Wonder (Max) 1501 3,247 BenchLM

Argon wins on preference but not on the index, and the order flips on coding. On the Arena WebDev board fetched Oct 12 by AICoder, Opus 5.5 scores 1813 and Argon 1677.8, a 135.2-point gap.

Vendor-reported charts need care. Meta's model card, which mixes internal and third-party runs, puts Wonder Full at 57.5 on SWE-Marathon against Opus 5.5's 46.3, yet Opus (59.6) and Astra (59.1) beat Wonder Full (57.1) on Terminal-Bench 4.0-AA (vendor-reported). Google's own table (vendor-reported) lists Argon at 77.9% on DeepSWE v1.1 and behind rivals on Terminal-Bench 4.0. Google gives Astra 58.2% there, while Anthropic reported 57.9%. Use these charts for direction only.

Our judgement: Anthropic holds the most independent crowns (index and WebDev), Google holds preference, and Meta has moved from mid-tier to the top three on the index, since its predecessor Muse Spark 1.3 scored 48. No one is clear of the pack. A procurement team should therefore test on its own tasks and not read a one-point lead as a verdict.

7.2 Pricing and access

Prices below are list rates per 1M tokens (input / output), taken from vendor rate cards as checked by eesel on Oct 14, 2026.

GPT-6 Astra $10 / $50 OpenAI API, ChatGPT paid plans GA, Sept 3
Gemini 4 Argon $2 / $10, then $4 / $20 Gemini API (paid tier), Gemini app GA Oct 13; intro price in effect to Nov 30
Muse Wonder $4 / $20 Meta Model API, OpenRouter, Muse Code Shipping since Oct 12 (Meta); eesel labels the API "preview"
Muse Wonder Full no token price Muse Code Power $50 or Maximum $200 a month Subscription only

Google's intro price is time-limited: Oct 13 to Nov 30, 2026, and in effect today. The $4 / $20 rate applies from Dec 1 (Google announcement, via Tech Insider and Coursiv). Access is still uneven. Google's announcement says Pro subscribers ($19.99) can use Argon now, while its plans page says Pro is rolling out in select countries. Older pages that call Argon cyber-defender-only are out of date. We follow the Oct 13 launch reports.

Cost per index task is AA's measure of what finishing the benchmark costs, and it follows tokens used as much as list price:

Model AA cost per index task Source
GPT-6.1 Sol $0.72 The Decoder (AA data)
Muse Spark 1.3 $1.60 The Decoder (AA data)
Gemini 4 Argon (intro price) $1.99 The Decoder (AA data)
GPT-6 Astra $3.26 The Decoder (AA data)
Muse Wonder $4.52 The Decoder (AA data)
Claude Opus 5.5 $5.98 The Decoder (AA data)
Claude Fable 5.1 $7.63 The Decoder (AA data)

Three computed readings follow. Opus 5.5 and Wonder share a $4 / $20 card, yet Opus costs 5.98 ÷ 4.52 ≈ 1.32× more per task. Opus costs 5.98 ÷ 0.72 ≈ 8.3× Sol's per-task price for six more index points (58 vs 52). Argon at 1.99 ÷ 3.26 ≈ 61% of Astra's cost becomes 3.98 ÷ 3.26 ≈ 1.2× after Dec 1. On Dec 1 Argon joins Opus 5.5 and Wonder on one price card.

The judgement for buyers: until Nov 30, Argon is the cheapest way to get a 53-point model, at about 60% of Astra's task cost. OpenAI's Sol is the cheapest per task overall, at 52 points. Opus 5.5 is the premium choice for the top score. Meta's Wonder is the weakest value at its price, since it matches Opus 5.5's card but scores 6 points lower (52 vs 58). Meta's own Muse Spark 1.3 is nearly three times cheaper per task ($1.60 vs $4.52).

7.3 Agent platforms compared

Each cloud sells its own agent layer (Chapters 2, 3 and 5 cover the launches). Reviewers largely sort the platforms by where a company's data already lives, so the choice follows the existing suite (according to WorkflowMitra, which sells a rival product).

Company Agent platform Model route Source
Microsoft Copilot Studio (Microsoft 365, Teams); Agent 365 registry and Entra Agent ID Inside the Microsoft graph; agents "limited to Microsoft surfaces" Sentra; CloudEagle
Google Gemini Enterprise Agent Platform (Vertex AI + Agentspace), 200+ models incl. Claude; Gemini app Tasks mode and 40+ app connections (Oct 13, Pro and Ultra) Gemini first, third-party models hosted shattered.io; Mashable
Amazon Bedrock AgentCore; Web Search tool GA Aug 21, in us-east-1 Works with OpenAI GPT-5.4 to 5.6 shattered.io (quoting AWS)
Meta Muse Code (plans $5 to $200); Muse app soon, subscribers first Wonder (API) and Wonder Full (Power and Maximum plans) Kingy.ai

On governance, CloudEagle notes that AWS's agent discovery covers only AWS-hosted agents, and that Google's cross-platform coverage and kill switch "need validation". The common layer is MCP. Anthropic created it, and on Dec 9, 2025 donated it to the Linux Foundation's Agentic AI Foundation, whose platinum members include AWS, Google, Microsoft and OpenAI. The current spec is 2026-07-28. Governance vendors (CloudEagle, Sentra) sell competing products, so treat their rankings as interested views.

One conflict is left open. Fello AI lists Google's always-on Gemini Spark agent "from $19.99/month", while shattered.io says it is bundled in the $99.99 AI Ultra tier. Neither is a Google page, so we do not rely on either price. Judgement: agent platforms are still sold as extensions of each vendor's suite, and the only cross-vendor glue is MCP and the model marketplaces.

7.4 Build-versus-partner map

Company Builds Partners or hosts Source
Microsoft In-house MAI models (Chapter 2) Foundry hosts Claude Opus 5.5 and GPT-6 Astra Lindy; DocsBot
Google Gemini 4 Argon Vertex hosts Claude; OpenAI models on Google Cloud (Chapter 3) DocsBot; shattered.io
Amazon AgentCore and Quick platforms; no own-model score in this material Bedrock hosts OpenAI GPT-5.x, Astra and Claude shattered.io; Lindy; DocsBot
Meta Muse Wonder, Wonder Full, Spark; trained at its Prometheus data center; proprietary OpenRouter reseller; no other cloud listed VentureBeat; Kingy.ai
Alibaba Qwen3.8 Max (closed) and open Qwen3.8-27B Apple Intelligence in China (Chapters 5 and 6) BenchLM

The two independent labs, Anthropic and OpenAI, are the suppliers: Opus 5.5 is listed on five routes (Anthropic API, Claude Platform on AWS, Bedrock, Vertex, Foundry), and Astra is on Foundry and Bedrock. Google and Meta are the only two in this map that lead with their own models. Meta is the most vertical, and its strongest model is locked to its own tool. For builders, the practical rule is to keep the model layer swappable, since Wonder's API is labelled "preview" by one tracker and Argon's price doubles on Dec 1.

8. Capex, investments and partnerships

Chapter 7 compared what these companies ship; this chapter follows the money that pays for it, from capex guidance to the contracts and equity stakes behind the capacity.

8.1 Capex by company: official, reported, estimate

Only Meta reported Q3 inside the window, on Oct 21. Alphabet and Microsoft report on Oct 28 and Amazon on Oct 29, all after the close. For those three the table shows July guidance and Q2 actuals; Q3 is upcoming.

Company 2026 capex plan (date) Latest quarter Q3 report Status
Meta $135–145B, incl. finance-lease principal, from $130–145B (Oct 21) Q3: $34.91B Done Oct 21 Official, in effect
Alphabet $195–205B, from $180–190B (Jul 22) Q2: $44.9B Oct 28 Official (July)
Amazon about $220B cash capex, from about $200B (Jul 30) Q2: $54.2B purchases, $53.1B net of sales and incentives Oct 29 Official (July), via New Market Pitch
Microsoft about $175B calendar 2026, from about $190B before a lease reclassification (July, day not stated) Apr–Jun: $41.0B incl. leases Oct 28 Reported by New Market Pitch; no primary source found
Alibaba RMB 380B three-year plan; RMB 190B spent by June (date not stated) Capex RMB 67.68B, +75% n/a Company plan, via Zacks

Definitions differ. Meta and Microsoft include finance leases, Amazon's is cash capex, and Amazon's budget also covers warehouses, logistics and satellites, so do not rank on headlines alone. Microsoft's cut is accounting, not a slowdown: management says the underlying plan did not move. ByteDance does not report, so we give no company figure (see Chapter 6).

Arithmetic. Amazon 220 + Alphabet 195–205 + Meta 135–145 = $550–570B; WWT's $545–570B used Meta's old $130B floor. Adding Microsoft's about $175B gives $725–745B, near New Market Pitch's $730–750B at midpoints. Q2 cash capex was 53.1 (Amazon, net of sales and incentives) + 44.9 + 35.8 + 30.1 (Meta) = $163.9B, matching the source's "about $164B". Annualized, about $656B, consistent with MTN Consulting's $701.5B (+75.3% year on year) for a wider peer set, where free cash flow margin fell to 9.5%, the lowest since 2011 (estimate, Oct 12).

Alphabet shows the strain: Q2 operating cash flow of about $39.1B against $44.9B of capex gave free cash flow of negative $5.9B (39.1 − 44.9 = −5.8 on the rounded input). Porat said 2026 spending will "increase significantly" next year, per Fortune; the event date is not stated.

8.2 What Meta's Q3 showed

Meta's capex now exceeds the cash its business generates: operating cash flow of $32.79B minus capex of $34.91B leaves free cash flow of negative $2.12B.

Meta, $B (Meta release via StockTitan) Q3 2026 Q3 2025 Change
Capex incl. finance-lease principal 34.91 19.37 +80%
Cash from operations 32.79 30.00 +9%
Free cash flow −2.12 10.63 −12.75

Checks: 32.79 − 34.91 = −2.12; 30.00 − 19.37 = 10.63; 34.91 ÷ 19.37 = 1.80. A $41.68B Q3 capex figure circulates in secondary coverage; the only version we could trace is a pre-results analyst estimate (see Chapter 4). We follow Meta's release at $34.91B, which three other pages match.

Guidance moved in the same release. The 2026 capex range narrowed to $135–145B, so the midpoint rises from $137.5B to $140B. Total 2026 expenses rose to $175–179B to absorb a $9.9B legal charge. Meta is still building its 2027 budget and will "continue investing aggressively".

TIKR calculates that the guidance implies $49–59B of Q4 capex, 1.4 to 1.7 times Q3 (estimate, derived), a gap of roughly $16–26B if Q4 operating cash flow matches Q3. Meta can cover it: cash and securities were $82.45B against long-term debt of $80.92B, a net cash position of only 82.45 − 80.92 = $1.53B. Debt has done the work so far, up $22.2B in nine months, with no buybacks in 2026.

Meta also announced non-voting Class C stock, effective Jan 19, 2027 (announced), raising no cash at issuance. CFO Susan Li said there are no specific financing plans, but Meta wants "access to a diverse pool of funding sources". We read it as a reserve option; the 2027 capex guide on the Q4 call will show whether it is needed.

8.3 Partnership and contract map

Most links below are announced or reported, not delivered.

Link What is known Status
Anthropic compute At least $518B over about a decade: Broadcom $161.2B, Google ≥$111.1B, Amazon $110B, xAI up to $84.5B, Microsoft $31.4B, AMD >$20B; about 80% non-cancelable Reported, per Spherical Insights; date not stated
OpenAI and Oracle (Stargate) 10 GW secured (OpenAI, Apr 29, 2026); 618 MW accepted at Abilene (Oracle, Sept); OpenAI compute plan about $750B through 2030, from about $600B (Bloomberg via DCD, Oct 14) Secured vs delivered; plan reported
Nvidia and OpenAI Nvidia to guarantee up to $105B of lease and power payments for an Ohio campus (Aug 2026) Reported by MTN
3M and AWS AWS to deploy 3M's Expanded Beam Optical platform; 500+ jobs; no contract value Announced Oct 21

Arithmetic: 161.2 + 111.1 + 110 + 84.5 + 31.4 + 20 = 518.2, matching the headline. Eighty percent of $518B is about $414B payable regardless of use (our estimate), while most of the xAI deal can be cancelled on 90 days' notice. For Stargate, 618 ÷ 10,000 ≈ 6% of secured capacity is verifiably online. Power is the risk: Oracle sent a force majeure notice on its New Mexico campus on Sep 24 (in effect), though it says the project is on schedule.

Equity marks flatter profit without adding cash. Amazon's Q2 included a $53.4B non-operating gain on its Anthropic stake. Alphabet's Q2 net income included a gain of about $99B on equity securities, and it raised $49.6B of equity in June and $20.3B of notes (according to Leverage Shares).

The pattern is clear. Cash from operations no longer covers capex at Meta, Alphabet's Q2 free cash flow was already negative, and Amazon's has also turned negative, according to Leverage Shares. The next test is Oct 28–29: a fourth Alphabet raise or a hard 2027 number would matter more than a revenue beat.

9. Competitive outlook and what to watch next

Chapters 2–8 showed seven large groups answering the same question in different ways: how much of the AI stack to build, how much to rent, and how to pay for it. This chapter turns that into a strategy comparison, implications for three kinds of reader, and a dated watch-list.

9.1 Strategy side by side

Company Stance Chips Flagship model 2026 capex stance Source
Microsoft Builds its own models, still sells OpenAI and Anthropic inside Copilot Maia 300 announced for 2027; Maia 200 in production MAI-Base-2 (pretrained, no public access) About $175B calendar 2026, reported —

9.2 What the fortnight means, by reader

Reader What changed Implication Evidence
Enterprise buyers Agent platforms are sold as extensions of each suite; Microsoft, AWS and Google all stress security and policy outside the model Pick the platform where your data already lives, and make agent permissions and logging a contract term, not a feature —
Builders Top models sit within six index points; Argon's API price doubles on Dec 1; Wonder Full is locked to Muse Code Keep the model layer swappable, test on your own tasks, and budget per task, not per list price —
Investors and strategists Meta's free cash flow turned negative; Alphabet's was negative in Q2; Alibaba's free cash outflow was 2.4 times last year's The question is no longer demand but funding: watch debt, equity issues and the 2027 capex guides —

Three judgements follow from the earlier chapters.

First, "own stack" is a hedge, not an exit. Microsoft's MAI-Base-2 has no product yet, while OpenAI and Anthropic models are what Copilot customers use today. Google sells OpenAI's models next to Gemini, AWS sells them through Bedrock, and Claude Opus 5.5 is listed on five routes. The independent labs are the suppliers; the clouds are the shelf. Only Meta and, in a different way, Apple keep their best model inside their own products.

Second, with near-parity on quality, cost and governance decide. The top models of four labs span 58 to 52 on the Artificial Analysis index, yet cost per index task runs from $0.72 for GPT-6.1 Sol to $5.98 for Claude Opus 5.5, about 8.3 times. Google's introductory price makes Argon look cheapest only until Nov 30. A buyer who compares list prices without cost per task, or index points without effort settings, will pick wrongly.

Third, funding has become the constraint. Meta's operating cash flow of $32.79B did not cover $34.91B of capex; Alphabet's Q2 free cash flow was negative $5.9B, and Alibaba's June-quarter free cash outflow was RMB 44.67B. SemiAnalysis estimates that Alibaba, Tencent and Baidu all had negative free cash flow for the first time in Q2. The first real test is Oct 28–29, when Alphabet, Microsoft and Amazon report. China runs a separate track: Huawei's Atlas 950 SuperPoD is live and Huawei holds 28% of China's AI-accelerator market against Nvidia's 34% (IDC).

Do not pick a winner on benchmark rank: choose the platform that fits your data, keep your model layer swappable, and price every agent by cost per task.
