1. Key takeaways from the week
Between Oct 17 and Oct 23, 2026, crypto prices ended roughly where they began, while money and rules moved underneath. Five conclusions explain the week; each points to the chapter that holds the evidence, with every status judged against Oct 24.
1. Bitcoin went nowhere, and the stress showed up in leverage and altcoins. Coinbase's Oct 17 close was $81,378 and INN quoted $81,577.22 at 10:00 UTC on Oct 23, a cross-source change of +0.24%. Wednesday's short squeeze took Bitcoin to $84,808, and on Thursday oil near $112 and a 2.55% Nasdaq fall erased it, with a low of $80,989 overnight. Liquidations were $267M on Oct 21 (mostly shorts) and about $431M by Oct 23 (mostly longs). [Chapter 2]
2. ETF money behaved like a fast risk gauge, not a steady bid. US spot Bitcoin ETFs took in $1,074.7M over Oct 19–21 (Farside), then SoSoValue recorded $635.49M of net outflow on Oct 22, with IBIT and FBTC making up 74% of it. Ether funds lost $1.08B in October through Oct 21 on SoSoValue's count, and BlackRock's ETHA was $299M of the prior week's $320.1M outflow (Farside). [Chapter 3]
3. Stablecoin supply was flat, while the first federal issuer rulebook became final. DefiLlama's USD-pegged supply was $304.630B on Oct 18, down 0.47% on the week, and USD1 lost about $401M of market cap from Oct 6 to Oct 19 without leaving its $0.998–$1.000 range. The OCC issued its GENIUS Act rule on Oct 21 and the Federal Register published it on Oct 23. It is final but not yet in effect: it applies from Jan 18, 2027, and it cuts the daily liquidity floor from 10% to 5%. [Chapter 4]
4. In the US, agencies moved while the market-structure bill did not. The CLARITY Act failed cloture 49–50 on Sep 15, 2026, and no later floor action was found as of Oct 23. The SEC's proposed Regulation Crypto Assets (exemptions of $5M, $20M and $75M) drew 30 visible comment letters on Oct 20–21, and the CFTC published an advance notice. In Europe, ESMA's MiCA register reached 375 providers on Oct 19. [Chapter 5]
5. No new large hack appeared, but old losses are still moving and recovery is rare. Wallets linked to the April Drift exploit sent 25,700 ETH (about $61M) to Tornado Cash on Oct 20. DefiLlama counts $2.245B lost across 299 incidents in 2026, and Blockaid found only $9.8M (0.8%) of $1.18B in major exploits had reached victims by Sep 2. Solana's Alpenglow upgrade went live on Oct 21, cutting finality from about 12.8 s to about 150 ms. [Chapter 6]

2. Market of the week
Chapter 1 gave the week's conclusions; this chapter sets out the price record behind them, with the time basis of each quote.

Bitcoin ended the week roughly where it began. Coinbase's Oct 17 daily close was $81,378 and INN quoted $81,577.22 at 10:00 UTC on Oct 23, so (81,577.22 − 81,378) ÷ 81,378 = +0.24%, a cross-source comparison. In Fortune's series, Bitcoin fell $82,440.73 − $81,739.33 = $701.40, or −0.85%, and Ether fell from $2,421.74 to $2,400.15, or −0.89% ($21.59 ÷ $2,421.74).
Bitcoin went nowhere on the week: Wednesday's short squeeze to $84,808 was erased on Thursday by oil, equities and Fed-hike pricing. The damage showed up below Bitcoin, in altcoins.
2.2 Daily path and drivers
Monday, Oct 19. Bitcoin opened at $82,012.34 and Ether at $2,408.26 (Yahoo Finance). Brent had slid to about $108 from its five-month high. Fed Chair Kevin Warsh gave no signal on October, and October hike odds fell to about 16% (Capital Street FX).
Wednesday, Oct 21. Bitcoin rose 2.28% to $84,333 by evening, with an extended-hours high of $84,808 (week high), and Ether gained 2.44% to $2,493. Yahoo reports Thursday's $84,024.44 open as Bitcoin's highest since Oct 7 and Ether's $2,471.35 as its highest since Oct 14.
Thursday, Oct 22. Bitcoin was at $81,809.90 by 7:15 a.m. ET and Ether at $2,400.36. Brent rose almost 3% to about $112 after fresh attacks on Saudi targets, and Saudi authorities said output at the Shaybah field was unaffected. The Nasdaq fell 2.55% and the S&P 500 1.35%. Another CryptoTicker report rounds this to 2.6% and blames Tesla's lowered spending forecast, and Bitcoin touched a low of $80,989 overnight (venues: $80,836).
Thursday's Bitcoin move is reported as −4.2% intraday (CoinDesk, via CryptoTicker), −2.54% over 24 hours (Investing.com), −3.30% to 00:56 UTC Friday (CoinGecko) and −1.99% between Fortune's two morning quotes. The windows differ; we follow quotes with stated timestamps. INN's "flat over 24 hours" at 10:00 UTC Friday uses a base already near Thursday's morning price.
Fed pricing. The target range is 3.75%–4.00% after September's 25 bp hike. A Reuters poll of Oct 16–20 (estimate, via KuCoin) found 94 of 100 economists expect a hold on Oct 27–28 and all 100 expect a hike on Dec 8–9; September CPI was 3.7% year on year against 3.4% in August. CME FedWatch showed about 85% for no change and 75–92% for a December hike (via Capital Street). The decision is scheduled for Oct 28, 18:00 GMT. The 10-year yield was near 5.3% after the CPI print (about Oct 16–17) and near 5.05% on Oct 19. CryptoTicker's assessment says yields fell on Oct 22, which weakens an oil-to-rates explanation for that day.
2.3 Breadth, volume and leverage
Majors held up better than the rest. Bitcoin dominance was 60.09% on Oct 18, with 14 of the CoinMarketCap top 100 rising and 86 falling (DailyForex). CoinDesk puts dominance at 60% on Oct 21, the highest since May, and its seven-day data show the Memecoin Index down over 5%, Computing Select 3.5% and DeFi Select 2.5%. The median top-500 token fell about 5.8% over the weekend of Oct 17–18, the steepest weekend drop since April (Delta Exchange). CoinGecko's Oct 23 seven-day changes were BTC −1.28%, ETH −2.74%, SOL −2.05% and NEAR −8.19%. Monica (CoinMarketCap data, Oct 19) showed +0.54%, +4.27% and +5.09% for BTC, ETH and SOL; the windows differ, so do not chart the two together.
Volume and size. Spot volume across major venues was $38.05B over 24 hours on Oct 22, and Bitcoin's volume was $28.2B on Wednesday, up 8% on the day before. Bitcoin's market value fell from $1.71T to $1.64T, a $70B loss. Fortune's page text says about $1.33T, which we do not follow: 59.5% × $2.75T ≈ $1.64T.
Leverage. Wednesday's squeeze liquidated $267M, of which shorts were $208.49M; the source says 78.3%, while 208.49 ÷ 267 gives 78.1% on rounded totals. The Thursday–Friday wave hit longs: CoinGlass counted about $431M, another count more than $412M of longs alone, and a third $454.81M across 102,764 accounts, because providers cover different exchanges. The largest single position was an $11.8M Bitcoin long on Binance. The previous week's CPI flush was larger, at $944M, $948.22M and $972M, each a 24-hour window around Oct 15–16.
Technical commentary (opinion). Kitco, via IndexBox, said Bitcoin closed above its daily Cloud on Tuesday, Oct 20, while Ether stayed in daily bearish consolidation. Investing.com sees support at $80,000–$81,250 and resistance from $84,000. Fidelity's Jurrien Timmer says a new bull market "could be underway", while Bloomberg Intelligence's Mike McGlone says Bitcoin is "rolling over" (undated post). An LMAX Group strategist says crypto has moved into "closer alignment with equities". These are views, not forecasts we adopt.
Gaps. The material has no dated CD20 series, no Q3 2026 recap and no single-source weekly open-high-low-close. The Fear & Greed reading (53, "Neutral", Oct 19) comes only from Monica.
3. ETFs and flows
Chapter 2 covered how prices moved during the week; this chapter follows the ETF money behind those moves. Flows are reported by the named tracker for each trading day and are never mixed across trackers.
3.1 Flows at a glance
| Item | Key figure | Date (trading days) | Status | Source |
|---|---|---|---|---|
| US spot Bitcoin ETFs, three-day net inflow | $1,074.7M = 526.7 + 23.2 + 524.8 | Oct 19–21 | Reported, Farside | Farside via Altcoin Buzz; Investing.com |
| Same three days, other tracker | about $1.08B | Oct 19–21 | Reported, SoSoValue | SoSoValue via BigGo |
| Bitcoin ETFs, single-day net outflow | −$635.49M (IBIT −254.05, FBTC −217.46) | Oct 22 | Reported, SoSoValue | BigGo; FinanceFeeds |
| Bitcoin ETFs, October to date | −$174.5M | after Oct 22 | Reported, SoSoValue | FinanceFeeds; Yahoo Finance |
| Bitcoin ETFs, cumulative net inflow / net assets | $57.32B / $104.71B (6.41% of BTC market cap) | Oct 22 | Reported, SoSoValue | FinanceFeeds |
| Bitcoin ETFs, prior week | −$228.4M | Oct 12–16 | Reported, Farside | crypto.news |
| Ether ETFs, October to date | −$1.08B, largest month of 2026 | through Oct 21 | Reported, SoSoValue | Cryptopolitan |
| Ether ETFs, prior week | −$320.1M, ETHA −$299M | Oct 12–16 | Reported, Farside | crypto.news |
| Ether ETFs, single-day outflow | −$110M (ETHA −75.5, ETHB −17.2) | Oct 22 | Reported, Farside via BlockBeats | KuCoin flash |
| XRP ETFs, first weekly outflow in 13 weeks | −$1.84M | Oct 12–16 | Reported, tracker not named | 24/7 Wall St. |
Bitcoin ETFs took in about $1.07B over three sessions and gave back $635M in one, so flows this week behaved like a fast risk gauge, not a steady bid.
3.2 Bitcoin ETFs: three-day inflow, one-day reversal
October began badly. Farside recorded a $484.9M outflow on Oct 7 and $261.4M on Oct 14, and Bitcoin funds lost $678.9M in the week of Oct 5–9 and $228.4M in Oct 12–16. The Oct 12–16 daily prints were −65.4, +175.7, −261.4, +5.1 and −82.4 ($M), which sum to −228.4.
On Oct 19, Farside showed a net $526.7M inflow, the largest since $714.7M on Sept 22 (per Decrypt). BlackRock's IBIT took $665.2M, while Fidelity's FBTC lost $83.6M and Grayscale's GBTC lost $54.9M (665.2 − 83.6 − 54.9 = 526.7). Oct 20 added only $23.2M. Oct 21 added $524.8M, led by IBIT at $235.0M and FBTC at $212.7M, with seven funds in the black. The total was $1,074.7M, an average of 1,074.7 ÷ 3 ≈ $358M a day. A CoinDesk analysis of SoSoValue data puts the average at about $235M a day during three earlier steep rallies and about $86M a day since July. It notes that these averages were not checked against raw daily data. SoSoValue's own prints for the same days were $526.6M, about $23M and $528.4M, or roughly $1.08B. Bitbo's table (source not named) shows +$441.1M for Oct 19, so we exclude it.
The reversal came on Oct 22: SoSoValue recorded −$635.49M, its largest daily net outflow since June 25. IBIT lost $254.05M, FBTC $217.46M, ARKB $109.43M, GBTC $29.53M and BITB $27.35M, while Morgan Stanley's MSBT gained $2.33M.
IBIT and FBTC together were 254.05 + 217.46 = 471.51, or 74% of the 635.49 total, and the other ten funds net lost about $164M (635.49 − 471.51 = 163.98). The outflow is 635.49 ÷ 104,710 ≈ 0.6% of net assets. SoSoValue's October total moved to −$174.5M.
Opinion and analysis, not fact: Nexo's analyst put the average ETF holder's cost basis near $82,300, while Glassnode put it at $80,000–$81,500. Both are estimates. DWF Labs found that selling tends to fade after Bitcoin closes 7% below its 20-day high, though its sample is a pattern, not proof.
3.3 Ether and altcoin ETFs: the heavier drain
Ether funds lost more than Bitcoin funds in the Oct 12–16 week. Farside's Ether prints were −85.4, +24.8, −129.5, −60.3 and −69.7 ($M), a net of −$320.1M. BlackRock's ETHA accounted for $299M, or 299 ÷ 320.1 = 93.4%. Grayscale's ETHE lost $18.3M, its Mini Trust $12.4M and Franklin Templeton's EZET $0.9M; Fidelity's FETH gained $10.5M. According to 24/7 Wall St., that was about 2.1% of Ether ETF assets against 0.2% for Bitcoin funds.
SoSoValue then showed another $103M outflow on Oct 19, the fourth losing day running. Its October total reached −$1.08B through Oct 21, wiping out September's gain of about $832M. Ether funds ended a five-session losing streak on Oct 21 with +$14.9M, and lost $110M on Oct 22 (Farside). One source says Oct 20 had a $26M inflow, which conflicts with the five-session streak; we follow the daily sequence in and. Net assets were $14.98B on Oct 20, 5.01% of Ether's market cap. ETHA held $8.05B against $12.37B of cumulative inflows, and ETHE had $5.49B of cumulative outflows (SoSoValue).
Other products were small:
- Solana: −$25.5M in the Oct 12–16 week and −$6.7M on Oct 19 (Decrypt). A 13-session redemption run ended on Oct 21 with about +$0.585M.
- XRP: −$1.84M in Oct 12–16, the first weekly outflow in 13 weeks, on $1.47B in net assets against $1.80B of cumulative inflows, a gap of about $330M. Oct 21 brought about +$0.709M.
- Hyperliquid and Zcash: −$18M and −$19M that week (SoSoValue).
- Litecoin: Canary's LTCC took in $581,140 on Oct 19, after seven flat sessions.
- Hong Kong: a Solana ETF (2831.HK, 0.60% fee, no staking) was reported to list on Oct 13; the material does not confirm the listing.
ETF Action's category view shows how large the asset base is (week not dated):
| Category | Assets | 5-day flow |
|---|---|---|
| Bitcoin (22 ETFs) | $107.30B | −$191M |
| Ethereum (12) | $15.34B | −$306M |
| Altcoin (44) | $5.40B | −$29M |
| Multicoin (13) | $1.29B | −$4M |
| Total (91 ETFs, 26 issuers) | $129.33B | −$530M |
The columns sum (107.30 + 15.34 + 5.40 + 1.29 = 129.33). ETF Action shows ETHA at −$285M for its week against Farside's −$299M, so trackers are not mixed. CoinShares counted $434M of global outflows in the week to Oct 16, a different scope we do not combine with US ETF data; its report for the week to Oct 23 is not in the material.
Judgement: Ether funds have the weaker trend, but one fund drives it, so read the −$1.08B as an ETHA story more than a broad exit.
4. Stablecoins
Chapter 3 followed money moving through spot ETFs; the cash waiting outside them sits in stablecoins, whose supply barely moved this week while the first federal rulebook for issuing them was finalised.
4.1 Supply and issuers: flat total, one sharp redemption
| Item | Key figure | Date | Status | Source |
|---|---|---|---|---|
| USD-pegged stablecoin supply | $304.630B, down 0.47% from $306.072B | Oct 11 to Oct 18 | Reported (DefiLlama) | DailyForex |
| USDT market cap | ~$183.5B | Oct 19 | Reported (CoinGecko) | CryptoTicker |
| USDC market cap | ~$72.3B | Oct 19 | Reported (CoinGecko) | CryptoTicker |
| USD1 market cap | $4.01B, from $4.43B on Oct 6 | Oct 19 | Reported | CryptoTicker |
| USDS / USDe / DAI / PYUSD supply | $6.82B / $5.13B / $5.04B / $1.89B | Oct 22 | On-chain read | DeFiStar |
Total supply was flat: (304.630 − 306.072) ÷ 306.072 = −0.47%, and the source cannot separate redemptions from deployment. Banxa cites DefiLlama at about $311B on Oct 13 and CoinMarketCap at about $283B. We follow the dated weekly pair; $311B lies above both its endpoints. As a cross-check, 183.5 ÷ 304.63 = 60% for USDT and 72.3 ÷ 304.63 = 24% for USDC, close to the 59% and 24% reported for June 12 (mixed providers, indicative).
Conflict. DeFiStar's Oct 22 on-chain read shows USDT at $195.83B and USDC at $56.18B, against about $183B and $72B from CoinGecko on Oct 22. We follow CoinGecko, which fits the DefiLlama-based shares.
USD1 (World Liberty Financial) was the week's stress test. Its market cap fell about $401M (−9.1%) from Oct 6 to Oct 19 while the price stayed between $0.998 and $1.000. Onchain Benchmark counted $184.60M of net Ethereum redemptions in 63 burns, over 99% through a BitGo-labelled wallet, and $200.43M on BNB Chain, nearly all from one unidentified address. Together that is $385.03M, about 96% of the fall. The issuer's dashboard showed about $4.01B of reserves, matching supply (issuer-reported).
4.2 The OCC final rule under the GENIUS Act
The Office of the Comptroller of the Currency (OCC) issued its rule on Oct 21, 2026. The Federal Register published it on Oct 23, effective Jan 18, 2027, 86 days after Oct 24: status final, not yet in effect. It dates the proposal Mar 2, 2026; Luno says Feb 25, and we follow the Federal Register. The new 12 CFR Part 15 covers national bank subsidiaries, federal branches, nonbank federal qualified issuers, state qualified issuers under the OCC, and foreign issuers; anti-money-laundering rules are a separate rulemaking.
| Area | March 2026 proposal | Final rule |
|---|---|---|
| Daily liquidity | At least 10% of reserves | At least 5% |
| Weekly liquidity, weighted average maturity | Required (Option B) | Dropped |
| Single-counterparty exposure | 40% per institution | 40% per counterparty, with exclusions |
| Redemption surge | Automatic 7-day extension | Notify OCC within 24 hours |
| Surplus reserve withdrawals | Monthly | Any time, if reserves stay above issuance |
| Capital floor / backstop | $5M; 12 months of expenses | Both kept |
Source: Stablecoin Insider. The notice triggers when daily redemptions exceed 10% of outstanding value.
From Jan 18, 2027, issuing without approval carries criminal penalties. Existing issuers with a substantially complete application pending can seek a waiver of up to 12 months (OCC Bulletin 2026-51). Applications are not yet open and await Office of Management and Budget approval. The OCC then has 120 days to decide, so a complete filing on Jan 18 gets an answer by May 18, 2027. Fed and Treasury proposals take comments until Nov 30 (see Chapter 5).
4.3 Reserve easing, the yield gap and the bank response
The OCC loosened the numbers and left the judgement to examiners: reserves got cheaper to run, and the yield fight moved from rule text to supervision.
The statute bars issuers from paying yield. The OCC dropped its proposed presumption against rewards routed through affiliates and third parties, declined to define "interest" or "yield", and gave existing rewards programs no grandfathering or safe harbour (Fox Rothschild).
Circle and Coinbase welcomed the rule, and each stock rose more than 4%. ABA chief executive Rob Nichols said it "will preserve the status quo for crypto platforms despite Congress's clear intent to protect local lending". TD Cowen's Jaret Seiberg called it a "negative for banks" (opinion). The size of the deposit risk is contested, and all of these are estimates:
- Javelin Strategy & Research puts a shift from demand deposits to stablecoins at $257B to $1.129T, or 1.2% to 5.4% of its modelled deposit base.
- CryptoSlate's example for a $100B issuer: the liquidity floor falls from 10% × $100B = $10B to 5% × $100B = $5B, and the dropped $500M insured-deposit allocation goes to zero.
- BIS Working Paper 1382 finds the deposit-rate gap is the clearest driver of flows into stablecoins, from a single high-rate episode, and does not establish deposit or lending losses.
The deposit-flight risk is unproven in both directions.
4.4 Euro coins and payment rails
The material reports no euro-stablecoin depeg this week. Both coins below are MiCA-authorised, but neither has a peg reading.
- EURCV (Societe Generale-FORGE): supply 168.14M, market cap $188.70M (168.14M × $1.1223 per euro), reserves 100% euro cash at Societe Generale per the issuer's Oct 1 disclosure, Pharos grade A- (81/100) on Oct 20; proof of reserves is self-reported (snapshot Oct 21).
- EURC (Circle): supply €370.9M on Oct 22.
In the EU, USDC has been a "significant" e-money token since Oct 14, the EBA supervises its issuer from Nov 12, and Coinbase converts EEA balances of USDT, DAI, PYUSD and USD1 into USDC on Oct 30 (CryptoTicker analysis; see Chapter 5).
Three payment launches differ in status:
- Lead Bank (Oct 20): stablecoin on-ramps, off-ramps and cross-border FX payouts, "available now to Lead partners" (shipping, company blog).
- Euronet and Fireblocks (Oct 19): stablecoin-funded card issuing on Euronet's Ren and CoreCard platforms (announced; Euronet "plans to offer" it). It cites more than 160 stablecoin-linked card programs on Visa in fiscal Q2 2026, volume up nearly 200% year on year.
- KlarnaUSD: announced Nov 25, 2025 on Tempo as a testnet; no mainnet launch confirmed as of Oct 22 (Payouts.com).
Annualised B2B stablecoin payments reached $226B, up 733% year on year (estimate; McKinsey and Artemis via Stablecoin Insider).
5. Regulation
Chapter 4 covered the OCC's stablecoin rule of Oct 21. The rest of the rulebook moved slowly: the US market-structure bill sat still, agencies wrote rules without it, and the EU spent the week on licences and a MiCA review.
5.1 Regulation at a glance

5.2 United States: the bill stalls and the agencies move
The CLARITY Act passed the House 294–134 on Jul 17, 2025 (216 Republicans plus 78 Democrats = 294). Senate Banking advanced its substitute 15–9 on May 14, 2026. On Sep 15, 2026 the Senate's motion to open debate failed 49–50, 11 votes short of 60. No Democrat voted yes. Collins, Hawley, Moran and Tillis voted no, and Tillis then filed a motion to reconsider. CertiK ties the failure to disputes over officials' crypto ethics rules and stablecoin rewards. As of Oct 23, 38 days (15 left in September plus 23 in October) after the vote, DataFloq found no later floor action. It quotes Davis Wright Tremaine, Sep 21: "we do not foresee a new bill being able to garner 60 Senate votes in the near- or mid-term" (law-firm opinion). The 119th Congress ends Jan 3, 2027, and an unpassed bill starts over. Lobbying continues: Ripple spent $980,000 in Q3 ($520,000 in-house plus $150,000 + $150,000 + $110,000 + $50,000 to four outside firms).
With CLARITY stalled since Sep 15, US crypto rules are being set by agency proposals, which a later administration can reverse, not by statute.
SEC. Regulation Crypto Assets would exempt certain crypto investment-contract offerings from Securities Act registration: a one-time $5 million startup exemption over four years, and a fundraising exemption of up to $20 million (Tier 1) or $75 million (Tier 2) in any 12 months, with audited statements only for Tier 2. The proposal was published at 91 Fed. Reg. 54510 on Aug 21. The SEC docket's visible first page lists 22 letters dated Oct 20 and 8 dated Oct 21, from Coinbase, Nasdaq, Uniswap Labs, the Blockchain Association and others; the closing date is not stated. Better Markets (Oct 20) urges the SEC to withdraw it, arguing the Commission has not justified exempting these offerings. EY's Oct 22 digest adds a custody proposal that would let registered advisers and state trust companies hold crypto assets, and notes Commissioner Hester Peirce is leaving (date not stated).
CFTC. The agency published an ANPRM on "fit-for-purpose rules" for retail commodity transactions in crypto assets. Chairman Michael Selig called it a critical step (Dodd Frank Update, Oct 20). CryptoTicker gives a Dec 14, 2026 comment deadline. Counting back 60 days implies publication about Oct 15 (our arithmetic).
Enforcement. No crypto-specific SEC or CFTC action dated Oct 17–23 appears in the material. Sher Tremonte's Oct 22 review says SEC Enforcement Director David Woodcock (Sep 18) named retail fraud involving purported crypto trading platforms as a priority.
Stablecoin rule. The OCC finalized its GENIUS Act rule on Oct 21, with the rule and the Act both effective Jan 18, 2027. On Oct 23 a Federal Register notice opened comment on OCC issuer reporting forms until Nov 23, which is 31 days. Comments on the Federal Reserve’s two proposals and on Treasury’s state-certification rule close Nov 30 (Sullivan & Cromwell, via DataFloq). See Chapter 4.
5.3 Europe and elsewhere: licences, a MiCA review and tax reporting
MiCA licensing. ESMA's register added nine providers on Oct 19, reaching 375 (as reported by Coin Republic). BingX's Austrian entity is authorised for four services but not for a multilateral trading platform, leveraged derivatives or investment advice. YouHodler Italy holds CONSOB resolution No. 24156 of Oct 8. CASP Tracker, an aggregator, counts 17 of the 100 largest exchanges as licensed on Oct 22.
MiCA review. The French Treasury, AMF, Banque de France and ACPR filed a joint response to the Commission's review. They want a ban on EU providers serving non-compliant stablecoins. CryptoTicker adds that they want providers to answer for certain DeFi losses where they actively facilitated access. The Treasury dates the paper Oct 20 and the AMF its release Oct 21; we use Oct 21. It amends no rule.
USDC. CryptoTicker reports USDC became the EU's first "significant" e-money token on Oct 14, with EBA supervision from Nov 12 and Coinbase's EEA conversion of non-compliant stablecoins due Oct 30. See Chapter 4 for the stablecoin figures.
Asia and UK. Taiwan's FSC chair Jin-Lung Peng told lawmakers on Oct 19 that nine sets of supplementary rules could be announced as early as Q1 2027. The material holds no in-window item for Hong Kong, Singapore, Japan or South Korea. According to DeFiStar.io, the UK cryptoasset regime goes live on Oct 25, 2027.
Tax reporting. As of September, CoinGeek counts, for the OECD Crypto-Asset Reporting Framework (CARF), 77 committed jurisdictions, 46 exchanging from 2027, 27 from 2028 and the US from 2029. Australia released a draft bill on Oct 15. The Bundestag approved the CARF treaty act on Oct 8. The UAE Ministry of Finance issued a readiness circular in October (day not stated) targeting Jan 1, 2027. The first report for 2027 is due by Jun 30, 2028, and the first exchange is set for Sep 1, 2028. In the EU, TaxDo says DAC8 has applied since Jan 1, 2026 and first reports are filed in 2027.
6. Key projects and incidents
Chapter 5 covered the rule-makers; this chapter covers what projects shipped, what was stolen and what exchanges removed in the week of Oct 17–23, 2026 (status judged as of Oct 24).
6.1 The week at a glance
| Item | Key figure | Date | Status | Source |
|---|---|---|---|---|
| Solana Alpenglow | Finality about 12.8 s to about 150 ms | Oct 21 | Live on mainnet | Solana (via Smithii); CoinDesk |
| Ethereum Glamsterdam | Hoodi testnet, 200M gas limit | Oct 26, 17:42 UTC | Announced Oct 16; no mainnet date | 24/7 Wall St (reporting Ethereum Foundation) |
| Drift-linked wallets | 25,700 ETH (about $61M) into Tornado Cash | Oct 20 | Reported (on-chain trackers) | Cointelegraph (via LCX) |
| Stolen funds still held | $287.1M, 16 incidents | Report of Oct 19 | Published (security vendor) | Blockaid (via Unchained) |
| 2026 hack losses | $2.245B, 299 incidents | As of Oct 19 | Tracker | DefiLlama |
| USDY vs BUIDL | $2.32B vs $2.20B | Oct 12 | Tracker | Allium |
| Binance EPIC and QUICK | Spot trading ends | Oct 28, 03:00 UTC | Announced Oct 14 | HOGE Wire |
| Korean exchanges | 41 tokens delisted or on watch | Oct 16 | Reported | Seoul Economic Daily |
No new large hack appears in this week's material. The biggest incident news was a replay of April's Drift theft (about $61M of ETH sent to Tornado Cash on Oct 20), and the one mainnet change that shipped was Solana's Alpenglow on Oct 21.
6.2 Incidents: one replay and a long tail of small thefts
Drift. Drift, a Solana-based exchange, reported about $295M lost in the April 1 exploit. It said in June that Mandiant attributed the attack to UNC6862, a North Korean group (claimed by Drift). On Oct 20 a linked wallet put 25,700 ETH into Tornado Cash over two hours, its first movement in two months (Lookonchain, via Cointelegraph). Arkham shows 81,454 ETH (about $194M) still in exploiter-linked addresses. The figures reconcile: Blockaid counted 107,165 ETH in three Drift attacker addresses on Sep 2, and 107,165 − 25,700 = 81,465, within 11 ETH of Arkham. Drift's recovery-token claims opened Oct 1 with about $3.1M in the pool, which is 3.1 ÷ 295 ≈ 1% of the loss. A related-story headline says "$280M"; we follow Drift's reported $295M.
Scale and recovery. DefiLlama lists $2.245B lost across 299 incidents in 2026 (as of Oct 19). The largest is Bitget, $387M on Sep 24 (hot-wallet key compromise), which is 387 ÷ 2,245 ≈ 17% of the total. Drift ranks third, behind Bitget and the $320M Liquid Network exploit. Blockaid's report of Oct 19 covers 60 major exploits from January to August, totalling $1.18B. Only $9.8M (0.8%) had reached victims by Sep 2, and a further $81.4M was frozen but not returned. The median delay before attackers moved funds was 17 minutes. Of the $91.2M frozen or returned (9.8 + 81.4), 99.1% came from protocol, governance or validator controls, including the Arbitrum Security Council's roughly $71M Kelp DAO freeze. Blockaid sells screening tools, so read its advice to agree freeze authority in advance as a vendor's view.
The long tail. DefiLlama's list shows ten October incidents with amounts up to Oct 14. They add up to about $6.2M; NEAR Intents ($3.8M, Oct 1, bridge logic flaw) and Papertrade ($1.28M, Oct 10, oracle manipulation) account for $5.08M of it. Shattered.io reports a roughly $6M drain of a Base vault on Oct 4 through a multisig whitelist change; the operator is unnamed and DefiLlama's list does not show it, so treat it as claimed. Duelbits' Sep 24 hot-wallet theft (about $7M, confirmed by its co-founder; Rekt traced $6.07M) still had no recovery by Oct 19, per Tech Insider.
6.3 Upgrades and tokenization
Solana Alpenglow went live on Oct 21 (epoch 1064), per Solana's own post. CoinDesk says the handover took about 900 ms, with 446 of 654 validators (68%) voting on the starting block, according to the Solana Foundation. Finality falls from about 12.8 s to about 150 ms, a cut of (12.8 − 0.15) ÷ 12.8 ≈ 99%; CoinDesk calls 150 ms a target under normal conditions. Only the Votor voting layer is live; Rotor has no date (according to Smithii). Sources disagree on the start minute (about 13:20, 13:36 or 14:50 UTC); we use the date only.
Ethereum Glamsterdam is still a testnet project. On Oct 16 the Ethereum Foundation protocol team announced Hoodi activation for Oct 26 at 17:42 UTC with a 200M gas limit, against about 60M on mainnet (200 ÷ 60 ≈ 3.3×). Sepolia ran it on Oct 6. It bundles EIP-7732 (proposer-builder separation), EIP-7928 (block-level access lists) and EIP-8037 (costlier new state); no mainnet date is set.
Tokenized treasuries. On Allium's Oct 12 data the segment is $16.17B across 91 assets and 36 issuers:
| Fund (Allium, Oct 12) | On-chain market cap | Holders |
|---|---|---|
| Ondo USDY | $2.32B | 8,217 |
| BlackRock BUIDL | $2.20B | 55 |
| Spiko EUR fund | $1.64B | 9,054 |
| JPMorgan OnChain MMF | $0.74B | 4 |
| State Street sweep fund | $0.16B | 5 |
USDY's lead is 2.32 − 2.20 = $0.12B. 24/7 Wall St (week ending Oct 17) has $2.33B against $2.2B, a lead one large deposit could erase. Bloomberg, via a Vested post, puts BUIDL near $2.3B; we follow Allium's dated $2.20B. RWA.xyz (via Bitstore) has the US Treasury segment at about $14.9B in mid-October, up from $8.9B at the start of 2026 (+67%) and below an early-August peak of about $16B. The trackers differ in scope and are not mixed. USDY is sold only to non-US buyers under Regulation S, while BUIDL is permissioned. The crossover therefore reflects access, not a bigger institutional franchise. JPMorgan's Kinexys introduced the JPM Coin deposit token on Ethereum on Oct 19 (reported).
6.4 Exchanges and issuers: delistings, maintenance, distribution
Binance announced on Oct 14 that spot trading in EPIC and QUICK ends on Oct 28 at 03:00 UTC, with no reason given. Futures contracts were settled on Oct 20. After the notice QUICK fell about 10% and EPIC about 9% before recovering, per TradingView data cited by BeInCrypto; HOGE Wire, citing crypto.news, has 20% and 11%. We follow the TradingView figures because they carry a time basis. Korea: 103 tokens were dropped by the five won-based exchanges through Q3, 2.6 times the 40 of a year earlier. On Oct 16 alone 20 were delisted and 21 placed on watch (20 + 21 = 41), according to Seoul Economic Daily's analysis of DAXA data. Bitvavo ends ACX trading on Oct 27 at 14:00 CET and converts leftovers to euros by Nov 5 (announced). Coinbase suspended BLAST and told holders to move assets before the Blast network shutdown on Oct 26; its futures exchange has nine hours of scheduled maintenance from 5:00 AM CT on Oct 24 (U.Today). MIAX's Oct 20 notice says options on the CoinShares Bitcoin and Ether ETF (BTF) will be delisted; the effective date is not in the excerpt.
Circle argued on Oct 16 that it kept about 7 cents per revenue dollar in H1 2026. Revenue was about $1.4B, distribution and transaction costs $819M and other costs $473M, so 1,400 − 819 − 473 ≈ $108M (CoinDesk, reporting Circle's blog). Coinbase, its largest partner, also backs the rival Open USD network. Coinbase's EEA stablecoin conversion on Oct 30 is in Chapter 4.
7. Risk notes
Chapters 2–6 covered prices, flows, stablecoins, rules and incidents. This chapter turns them into risk notes, a table by reader and a dated watch-list. It uses only facts from earlier chapters, and it is not investment advice.
7.1 Where the risk sits
- Leverage. One squeeze and one flush liquidated $267M and about $431M within three days, and the previous week's CPI flush was larger at $944M. Indicators: the $80,000–$81,250 support zone named by Investing.com (opinion), and the Fed decision on Oct 28, where a Reuters poll (estimate) has all 100 economists expecting a December hike.
- Flows. A $1.07B three-day inflow was followed by a $635.49M one-day outflow, so flows can reverse faster than they build. Estimates put the average ETF holder's cost basis at $82,300 (Nexo) or $80,000–$81,500 (Glassnode), near where Bitcoin traded. Ether outflows are concentrated in ETHA, so read them as one fund's story. Indicator: daily prints from one named tracker, never mixed.
- Regulation. The CLARITY Act has been stalled since Sep 15, and the 119th Congress ends Jan 3, 2027, when an unpassed bill starts over. The OCC rule leaves the yield question to examiners, with no safe harbour for existing rewards programs.
- Depeg and redemption. USD1 lost about $401M of market cap in two weeks, with $385.03M traced to net redemptions on two chains, yet its price held between $0.998 and $1.000. No euro-stablecoin depeg was reported.
- Hacks. The week had no new large theft, but $287.1M of stolen funds is still held and the median attacker moves funds within 17 minutes. Only $9.8M of $1.18B had reached victims.
7.2 What changed and what it implies, by reader
Prices were flat, but leverage, ETF flows and stablecoin rules all shifted: treat Oct 28 to Jan 18 as a calendar of dated rule and policy events, not a trend.
| Reader | What changed | Implication | Evidence |
|---|---|---|---|
| Traders | Wednesday's squeeze to $84,808 was erased by Thursday; liquidations hit shorts, then longs | Both sides were caught within three days, so position size matters more than direction; the Fed decision on Oct 28 is the next scheduled catalyst | — |
| ETF allocators | Farside's $1,074.7M three-day inflow reversed on Oct 22 (SoSoValue −$635.49M, 0.6% of $104.71B net assets) | Compare each tracker with itself; one outflow day does not cancel three inflow days, but the October total for Bitcoin funds is −$174.5M | — |
| Treasurers and stablecoin users | The OCC rule is final; daily liquidity falls to 5% of reserves; supply was flat and USD1 shrank | Check which issuer and rulebook your balance sits under; the rule applies from Jan 18, 2027, and the OCC takes up to 120 days to decide on a complete application | — |
| EEA users and exchanges | USDC is a "significant" e-money token; Coinbase converts non-compliant balances on Oct 30; EBA supervision starts Nov 12 | Affected balances can be withdrawn or swapped until Oct 30; after that Coinbase converts them at the market rate | — |
| Builders and protocols | Alpenglow is live on Solana; Glamsterdam is testnet-only; Drift-linked funds are moving | Plan freeze authority and monitoring in advance, because recovery is rare and attackers move in minutes | — |
7.3 Key dates
Dates already past on Oct 24, 2026 are marked "In effect".
