1. Key takeaways from the two weeks
Between Oct 10 and Oct 23, 2026, cross-border e-commerce was shaped less by new sales records than by rules and costs: lawsuits against Temu, a per-line EU duty with a second charge due on Nov 1, and air freight priced off fuel. Four conclusions follow, each supported in the chapter named in brackets and judged against Oct 24.
1. Legal pressure on Temu moved from allegation to settlement terms, state by state. Missouri's attorney general sued on Oct 13, alleging covert collection of location, microphone and camera data; these are allegations not verified in court. Texas announced its settlement on Oct 16: $3 million, with $8 million per failed annual audit, though the signing date is not stated. In the same weeks Amazon added two China-to-US air options and TikTok Shop extended BFCM returns to Feb 10, 2027. [Chapter 2]
2. Brands are growing through portfolios and stores, not one character. Pop Mart reported H1 2026 revenue of RMB 17.173 bn (+23.8%) while THE MONSTERS (Labubu) fell 7.5% to RMB 4.45 bn. Anker reported RMB 16.605 bn (+29.1%). SHEIN has traded in Hong Kong since Sep 1, with Q1 2026 revenue up 1.1% to $9.05 bn and a $99 million loss. Adobe's forecast of $275.1 bn in US online holiday sales is an estimate, not a cross-border split. [Chapter 3]
3. In the EU, the end of the duty exemption is now a per-line cost. Parcels of €150 or less have paid €3 per item since Jul 1, 2026, and a €2 handling fee is announced for Nov 1, with adoption unconfirmed. DHL's example of a three-line parcel pays 3 × (€3 + €2) = €15. The US applies a Section 301 duty of 10% or 12.5% and has pushed the Entry Type 13 mandatory date to Jan 20, 2027. [Chapter 4]
4. Freight prices follow fuel, and the China lanes have split. WorldACD put September worldwide air cargo rates +25% year on year, with jet fuel +112% in the week to Oct 9. China-and-Hong-Kong-to-Europe tonnage fell 10% while China-to-US rose 17%. Amazon's holiday peak fee adds about $0.32 per unit from Oct 15, and Amazon Shipping surcharges start Oct 25. [Chapter 5]
Two gaps matter for readers. The material has no Sensor Tower data, no SHEIN sales figures for the window and no dated carrier or clearance data, and payment rates are vendor claims [Chapter 2][Chapter 3][Chapter 5].

2. Platform news
Chapter 1 summarised the two weeks; this chapter covers the platform events behind it. Temu faced a new state lawsuit and a state settlement within three days, while Amazon and TikTok Shop changed seller rules before peak season.
| Item | Key figure | Date | Status (Oct 24, 2026) | Source |
|---|---|---|---|---|

| Similarweb Philippines | Temu #4, SHEIN #5 | Oct 16, 2026 | Tracker data | Similarweb |
2.1 Temu: one lawsuit, one settlement
On Oct 13, 2026, Missouri Attorney General Catherine Hanaway announced a suit against Temu. The state alleges the app covertly collects location data "within 10 feet of accuracy" plus microphone, camera and installed-app lists, reconfigures itself after download, and reuses code from a version Google Play banned. It also alleges no age verification and unlicensed team merchandise. Hanaway seeks a permanent injunction and civil penalties under the Missouri Merchandising Practices Act. These are allegations "not verified in court". The material names no court and gives no Temu response.
Texas shows how such cases can end. It filed on Feb 19, 2026 in the 471st District Court of Collin County (Cause No. 471-01114-2026). Attorney General Paxton announced the settlement on Oct 16. Temu and PDD deny every allegation. The agreed terms:
- Cash: $3 million, covering penalties, fees and costs, due 30 days after the judgment's effective date.
- Data: Texans' data on US servers owned by an American company within 180 days; China-based persons barred from readable access, with listed exceptions.
- Audits: annual independent audits, with $8 million per failed app-security or sensitive-data audit. Two audits mean up to 2 × $8M = $16 million a year (our arithmetic).
- Products: recalled items removed within two business days; sellers terminated within five, or a $600,000 penalty.
The terms cover Texas consumers only. Reuters (via Vietnam.vn) calls it the first US state privacy settlement with Temu.
Two conflicts. Fox 7 says fines of "up to $8 million each year"; PPC Land and Dallas Express, which describe the judgment, say per failed audit. We follow them. Dallas Express also calls the deal "court-approved", but PPC Land says its copy leaves the court's signature line blank and the effective date is the signing date. We follow PPC Land, so the 30-day and 180-day clocks are unconfirmed.
Texas took $3 million and conduct rules. That is 0.2% of the $1.375 billion Texas took from Google (3 ÷ 1,375). Data localisation and audits may be the template for Missouri and Iowa, which sued in July. That is our reading, not a reported fact.
Context only (before the window): Shein lost its UK copyright claim against Temu on Aug 13, 2026, and Temu's counterclaim succeeded on liability. The EU opened formal Digital Services Act proceedings against Shein on Feb 17, 2026. The material has no SHEIN event inside the window.
2.2 Amazon and TikTok Shop: peak-season seller rules
Amazon Global Logistics added two China-to-US air options, reported on Oct 12. Air SMP splits stock at origin into one of five US regions, 7 to 10 calendar days after pickup, with daily flights from Shanghai and Hong Kong. Amazon says it has no FBA inbound placement fee and no surcharge for apparel, electronics or lithium batteries. Economy Air takes 11 to 15 days from Shanghai or Shenzhen to Los Angeles, at rates Amazon says are below its standard air freight, but no prices are published. These are Amazon claims relayed by one trade site; freight rates are in Chapter 5.
TikTok Shop material comes from seller-service blogs, not TikTok. According to Social Tale, LIVE Auctions is rolling out to US sellers through 2025 and 2026 (dates not stated). It requires an Account Health Rating of at least 200, no restrictions and no IP violations, and is limited to collectibles, pre-owned luxury and eligible Surprise Sets. Social Tale also cites CNBC saying live shopping sales more than doubled in H1 2026 year on year; we could not verify that.
According to Duoke, citing TikTok Shop's US BFCM guide, eligible items sold from Nov 11, 2026 at 16:00 PT to Dec 31 at 23:59 PT can be returned until Feb 10, 2027. The extension overrides seller-set windows, and auction orders are excluded. Rollo (updated Oct 22) lists a 6% referral fee in most US categories.
2.3 Traffic and app rankings
All figures are Similarweb Android Shopping usage ranks, one market and one date each, so snapshots, not a trend. On Oct 21 the list (market not named) ran Amazon, Walmart, Temu, eBay, SHEIN, AliExpress. In Germany on Oct 10, Temu was #11, AliExpress #12 and SHEIN #15, behind Kleinanzeigen, Wildberries, OZON and Lidl Plus as well as Amazon (#1). In the Philippines on Oct 16, Temu was #4 and SHEIN #5, behind Shopee, Lazada and Atome; Amazon was #14. We do not compare Similarweb with other trackers.
Gaps: the material has no Sensor Tower data, no Amazon Haul item, no South African union call and no Temu DSA item.
3. Brand and category performance
Chapter 2 covered the platforms and the legal pressure on them. This chapter turns to the brands and categories selling through them, and to the holiday season ahead.
| Item | Key figure | Date | Status | Source |
|---|---|---|---|---|
| Pop Mart revenue | RMB 17.173 bn, +23.8% | H1 2026 | Reported | BigGo |
| THE MONSTERS (Labubu) | RMB 4.45 bn, -7.5% | H1 2026 | Reported | BigGo |
| Labubu "One Meow Turns Cat" | 129 yuan; hidden peak 899 | Oct 15 | On sale | BigGo |
| Anker revenue | RMB 16.605 bn, +29.1% | H1 2026 | Reported | Chosunbiz |
| SHEIN | HK trading since Sep 1 | Sep 1 | In effect | China Daily Asia |
| US online holiday sales | $275.1 bn, +6.7% | Nov 1-Dec 31 | Estimate | U-Speedex |
3.1 Pop Mart: Labubu cools, the portfolio widens
Pop Mart's interim report, as summarised by BigGo Finance, shows H1 2026 revenue of RMB 17.173 bn (+23.8%), adjusted net profit of RMB 5.156 bn (+9.5%) and a 69.7% gross margin. StockAnalysis shows trailing revenue of RMB 40.42 bn, consistent with 37.12 (FY2025) + 17.173 - 13.87 (H1 2025). Its 276.78% H1 growth figure does not reconcile; we follow 23.8%.
The Labubu family is shrinking as a share of the group. THE MONSTERS earned RMB 4.45 bn, down 7.5% from RMB 4.81 bn, and its share fell from 34.7% to 25.9% (4.45 / 17.173). Xing Xing Ren grew 580.6% to RMB 2.65 bn; a Substack analysis says roughly RMB 3 bn, and we use the interim figure. It also flags inventory near RMB 6 bn and cooler international growth (secondary). CEO Wang Ning said in August that the 20% target would likely be missed (company statement, context).
The Oct 15 launch shows the shift. "One Meow Turns Cat" has 10 products, nine standard and one hidden (1:72 pull rate), at 129 yuan a box. On Dewu the hidden edition peaked at 899 yuan (899 / 129 = 7.0x) but averaged 273 yuan over three days. Quotes for half the standard editions on Xianyu and Qiandao were 109 yuan with shipping, below issue price. June's "Vintage Barbershop", issued at 159 yuan, averages 73.47 yuan over 30 days (73.47 / 159 - 1 = -54%).
Stores carry the growth. Retail Gazette says offline sales in Europe and other regions rose 49.8% while online fell 59%, and stores there rose from 18 to 45. A new Oxford Street flagship (149-151) was due to open on a Friday this month; the date is not stated and we cannot confirm it has opened.
Pop Mart is moving from one character to a wider portfolio and physical stores. The resale premium has largely gone, except for hidden editions.
3.2 Anker and consumer electronics
Anker's H1 2026 revenue was RMB 16.605 bn (+29.1%), per Chosunbiz's report of its Oct 20 Seoul briefing. Charging and energy storage was RMB 8.93 bn (53.8%), smart innovation 4.186 bn (25.2%) and audio and video 3.485 bn (21.0%). A ranking site gives FY2025 revenue of RMB 30.5 bn against 24.7 bn in 2024 (+23.5%), and Ugreen at RMB 9.49 bn against 4.80 bn in 2023.
The sources conflict on Anker's listing. Chosunbiz says it entered the Hong Kong exchange in July; the ranking lists only Shenzhen. We follow the dated report; neither is an exchange filing.
Anker said at IFA Berlin in September that the Anker name will gradually replace Soundcore and Eufy on products (company statement). In Korea, three audio products go on sale Oct 31, and pop-ups open in November in Seoul department stores (announced). Two 2025 CPSC recalls (about 1,158,000 and 481,000 power banks) remain the weak spot (context). CES 2027 runs Jan 6-9; Global Star Digital, an influencer-marketing agency, counts 2,504 confirmed exhibitors, including Anker, Ugreen, EcoFlow and Narwal.
3.3 SHEIN after the listing
SHEIN's "listing plan" is now history. It began trading in Hong Kong on Sep 1 after New York and London attempts stalled. Per Reuters and NPR as cited by Fashion Law Journal, shares priced at HK$48.56 (about HK$13.6 bn raised), then briefly fell about 10% to a value near $26 bn, against $100 bn in 2022. This predates the window.
Prospectus figures show slowing growth: Q1 2026 revenue rose 1.1% to $9.05 bn, with a $99 million loss against a $395 million profit a year earlier (Bloomberg via Moneyweb, Aug 3). That is a margin swing from 4.4% (395 / 8,950, where 8,950 = 9,050 / 1.011) to -1.1%. Bloomberg, citing unnamed sources, also reported that SHEIN was weighing cash and free shares for late investors, to cut their cost basis from a valuation of up to $64 bn toward about $40 bn. This is reported; no decision had been made. The material has no SHEIN sales or category data for Oct 10-23.
3.4 Holiday-season expectations
Adobe Analytics' forecast (published Sep 28, relayed by U-Speedex on Oct 16) expects US online sales of $275.1 bn for Nov 1-Dec 31 (+6.7%), Black Friday $12.9 bn (+9.2%), Cyber Monday $15.1 bn (+6.2%) and Cyber Week $47.5 bn (+7.4%), or 17.3% of the season (47.5 / 275.1) (estimate). The implied 2025 Cyber Monday of $14.2 bn (15.1 / 1.062) matches Statista. These are all-US forecasts, not a cross-border split.
Returns are the cost: NRF and Happy Returns put the 2025 US online return rate at 19.3%, about $19.30 per $100 sold. Statista says 43% of US buyers' latest foreign online purchases in 2025 were made in China. For EU import rules, see Chapter 4.
4. Policy and tariffs by country
Chapter 3 showed what brands earned abroad; this chapter covers what a small parcel now costs to cross the border. The EU dominated the window, with its €2 fee 8 days away (Oct 24 to Nov 1), while the US, UK and Latin America moved mostly by drafts.
4.1 Rules at a glance
| Item | Key figure | Date | Status (Oct 24) | Source |
|---|---|---|---|---|
| EU flat duty, B2C parcels ≤€150 | €3 per declaration line, to Jul 1, 2028 | From Jul 1, 2026 | In effect | CPOstrategy |
| EU handling fee | €2 per line, any value, no refund | From Nov 1, 2026 | Announced | Dotsland |
| Austria parcel tax | €2 (€2.40 with VAT) per parcel | After Sep 30, 2026 | In force, disputed | WhyItLands |
| EU surveillance fee | Fines up to 6% of global revenue | Date not stated | Proposed (leaked draft) | Cross-Border Commerce Association |
| US country duty | 10% or 12.5% (Section 301) | From Jul 24, 2026 | In effect | Paidnice |
| US mail Entry Type 13 | Mandatory date moved to Jan 20, 2027 | Oct 14, 2026 | Postponed | WhyItLands |
| UK customs relief | £135 relief removed by Oct 2028 | HMRC, Jul 13, 2026 | Proposed | CPOstrategy |
| Mexico customs reform | Entry into force Jan 1, 2027 | Lower house, Oct 6 | Pending Senate | WhyItLands |
| Small-parcel shipments after exemptions ended | -70% by weight (Nikkei subheading); market and period not stated | UPU report, Oct 9 | Reported | Nikkei |
The EU has turned the end of the €150 exemption into a per-line cost. A three-line parcel pays €15 from November, so product data and stock location now decide landed cost.
4.2 EU: three charges, one data problem
The EU removed its €150 duty exemption on Jul 1, 2026. Parcels of €150 or less since then pay €3 per "item", meaning goods sharing a tariff code, description and origin, until Jul 1, 2028. The Commission expects a €2 handling fee from Nov 1 on every consumer sale shipped from outside the EU, whatever its value. Product identifiers, optional since July, are penalised from Nov 1; missing data can mean holds or return to origin.
Status conflict. Dotsland (Oct 13) says the Commission announced on Oct 7 that the fee applies from Nov 1, with the delegated act still under scrutiny on Oct 5. Ground News relays an undated Lithuanian Customs report that the regulation was published, yet The Loadstar and CPOstrategy (Oct 20) still say "expected" and "under scrutiny". We follow the cautious reading: announced, adoption unconfirmed.
Charges are per line, so parcel content sets the cost. DHL's example is a €100 Malaysia-to-Germany parcel of three goods, shipped without IOSS (the Import One-Stop Shop for VAT). Duty plus fee is 3 × (€3 + €2) = €15. With 19% German VAT on €100 + €9 + €6 = €115, the customer pays €136.85 against €119 before July, up 15% (136.85 ÷ 119 − 1). CPOstrategy's €45 skincare bundle with three codes also pays €15, a third of the order; three units of one product pay €5.
Holdwise (advisory firm) told The Loadstar that a €90 order direct from China costs €19.50 (€6 duty, €4 fee, €7 postage and clearance, €2.50 handling). From sea-imported Dutch stock it costs €10, a €9.50 saving, or €190,000 on 20,000 orders (illustrative, assumed inputs). Holdwise sees no brand switching yet, and consolidating already-sold orders does not avoid the charges.
National add-ons sit on top. Austria's retail association filed a Commission complaint on Oct 6, and on Oct 12 a coalition dispute began; the finance ministry puts the cost of scrapping the tax at €280 million a year. DHL says Romania (€5 per parcel) and Italy (€2) added their own fees in 2026, undated.
4.3 US, UK and the rest
US. Nikkei (Oct 10) reports a UPU finding that small-parcel volumes into the US and EU fell significantly after exemptions ended, with a subheading of -70% by weight. The extract does not say which market or period it covers. Venable says the US suspended its $800 exemption for covered shipments from all countries (date not stated). According to Paidnice, a Section 301 forced-labor duty of 10% or 12.5% has applied across 60 economies since Jul 24, 2026, and China's 12.5% adds to older Section 301 duties; a weekly freight digest says it remains enforced. CBP's Oct 8 proposal would make Entry Type 13 permanent, with a bond and a 15-day abandonment rule. CBP's importer-of-record tightening starts in November (day not stated).
UK. HMRC's Jul 13 paper plans to scrap its £135 relief by Oct 2028.
Latin America and Asia. According to WhyItLands, Colombia kept its US$200 VAT relief after a court blocked a cut (Sep 28), Brazil's CBS tax reaches small imports from 2027, Malaysia announced an E-Commerce Bill on Oct 9, and Vietnam's postal law went to the Assembly on Oct 17. Uruguay lifted its simplified threshold to USD 800 on Mar 19; from Nov 3, US sellers claiming VAT exemption must register with its customs. A calendar aggregator lists Japan ending its parcel consumption-tax exemption on Apr 1, 2028.
4.4 EU compliance beyond duty
GPSR has applied since Dec 13, 2024. Non-EU sellers need an EU-based Responsible Person, and marketplaces delist listings that lack one. Safety Gate validated 4,671 alerts in 2025, a record, with about 2,000 on China-made products. Packaging rules (EU 2025/40) apply from Aug 12, 2026; in Germany a foreign direct seller must name an authorised representative in LUCID. A calendar lists the EU threshold ending Mar 1, 2028; we follow the regulation text, Jul 1, 2028.
5. Logistics and payments
Chapter 4 set out the duty rules by country; this chapter prices what those rules did to freight lanes and what sellers pay to ship, store and collect money.
| Item | Key figure | Date | Status | Source |
|---|---|---|---|---|
| Worldwide air cargo, September | Tonnage +9% YoY; full-market rate +25% YoY | Report Oct 12–13 | Reported | WorldACD |
| China+Hong Kong to Europe tonnage | −10% YoY (Hong Kong −24%, mainland −2%) | September | Reported | WorldACD |
| China to US tonnage and spot rate | +17% YoY; $6.05/kg (+30% YoY) | September | Reported | WorldACD |
| Global air spot index | +24.3% YoY; −2.1% in the week after Golden Week | Week date not stated | Reported | TAC Index via Air Cargo News |
| Jet fuel | +112% YoY | Week to Oct 9 | Reported | IATA via Air Cargo News |
| China to US ocean | ~$7,000/FEU West Coast, ~$8,000 East Coast | Week of Oct 19 | Reported | Freight Right |
| Amazon FBA holiday peak fee | About $0.32/unit on average | Oct 15, 2026 to Jan 14, 2027 | In effect | Cart.com citing Amazon |
| Airwallex FX markup (US) | 0.5% major, 1% other currencies above interbank | Oct 13 | Vendor claim | Airwallex |
5.1 Air freight: fuel and the Middle East set the price, the EU duty split the lanes
WorldACD's September report shows tonnage up 9% and rates up 25% year on year (YoY), and attributes the rates to disrupted capacity and fuel inflated by the US-Iran conflict. Forwarder News, an editorial, reads the gap as "cost and disruption, not demand, doing the work". Fuel supports that: IATA's monitor, via TAC Index, put jet fuel +108% YoY on Oct 2 and +112% on Oct 9. TAC says fuel is a quarter to a third of air cargo cost. Capacity in the week of Sept 28 was +4% YoY worldwide but −17% to and from the Gulf against late February. Houthi strikes hit Riyadh and Abha airports in early October, and Rotate data showed freighter-only capacity into Riyadh down 77% over 24 hours (Forwarder News, citing Reuters and The Loadstar; reported, current status not stated). WorldACD's September rates by origin, YoY: Middle East and South Asia +52%, Africa +27%, Europe +24%, Asia Pacific +23%, North America +18%, Central and South America +8%.
The China lanes diverged after the EU removed its low-value exemption on July 1 (rules in Chapter 4):
| WorldACD, tonnage YoY | July | August | September |
|---|---|---|---|
| China + Hong Kong to Europe | −14% | −15% | −10% |
| Mainland China to Europe | −9% | −5% | −2% |
| Hong Kong to Europe | not stated | not stated | −24% |
| China to US | not stated | not stated | +17% |
WorldACD's China-to-Europe full-market rate fell from $5.22/kg in June to $4.26 in August (4.26 ÷ 5.22 − 1 = −18%), then recovered to $4.53 in September (+6% on August). Its China-to-US figure, $6.05/kg, is a spot rate, so do not subtract the two. Rotate data show China-Europe freighter capacity −20% YoY from Sept 18 to Oct 18, still −24% in the week after Golden Week (via The Loadstar).
Golden Week (Oct 1–7) produced a dip, not a turn. TAC's index fell 2.1% in the week after, but stayed +24.3% YoY, and TAC said big e-commerce shippers had already locked peak capacity. Freightos (via Forwarder News) had China-North America down 18% to about $5.60/kg. Its Oct 14 update (via a forwarder blog) had China-Northern Europe −7% on the week and China-North America +3%. By the week of Oct 19, Freight Right's forwarder quotes ran $6.46–$10.00/kg to Los Angeles and $6.92–$9.08 to New York, repricing several times a day, with Amazon holiday inbound cutoffs in effect from Oct 21 and final cutoffs Oct 28–29. Index values and forwarder quotes measure different things, so we do not compare them. A forwarder blog quotes Shenzhen/Hong Kong to Europe at about $4.85/kg and the UK from $5.15, and forecasts $7.20–$7.80 by mid-November, which is +48% to +61% (7.20 ÷ 4.85, 7.80 ÷ 4.85); this is an unconfirmed forecast. The Freightos China-UK and China-Australia route pages hold no dated rates in their text. On ocean, Freight Right sees rates softening into November and December, and Samsung SDS's Cello Square says Northern Europe is weakening on the return to Suez.
China-to-Europe air volume is falling and China-to-US volume is rising, while both lanes sit on fuel-inflated rates that were still +24% to +25% YoY in the latest data.
5.2 Amazon FBA: the Q4 fee stack
Amazon's own fee notices are not in the material. Cart.com (Oct 22) reports them, so the figures below are "according to Cart.com".
| FBA item (US) | Amount | Status |
|---|---|---|
| Fulfillment fee change | Average +$0.08/unit | In effect since Jan 15, 2026 |
| Fuel and logistics surcharge | 3.5% of the fulfillment fee, about $0.17/unit; no end date announced | In effect since Apr 17, 2026 |
| Holiday peak fulfillment | About +$0.32/unit | In effect Oct 15, 2026 to Jan 14, 2027 |
| Storage per cubic foot, standard size | $0.78 (Jan–Sep), $2.40 (Oct–Dec) | In effect |
| Inbound placement, minimal split | $0.14–$1.90/unit; $0 on Amazon's optimized split | In effect |
| Low-inventory fee (under 28 days of supply) | $0.32–$1.11/unit sold | In effect |
Check the arithmetic. A large-standard 12–16 oz item at $10–$50 pays $4.60; with the surcharge 4.60 × 1.035 = $4.76. At peak it is $4.89 before the surcharge and $5.06 after (4.89 × 1.035). January plus April add 0.08 + 0.17 = $0.25/unit, about $5,000 a month at 20,000 units. Adding the average peak fee gives 0.25 + 0.32 = $0.57/unit, or about $11,400 a month (our sum of averages, an estimate). Q4 storage is 2.40 ÷ 0.78 ≈ 3.1 times the summer rate. Separately, Novadata says Amazon Shipping peak surcharges run Oct 25 to Jan 16 (announced, starts tomorrow). Cart.com says a $30 item can lose about a third of its price to Amazon fees in Q4. The cheapest lever is placement: the optimized split removes the placement fee but raises freight cost, so run both numbers per shipment.
5.3 Carriers, clearance and payments: thin evidence
The material has no dated Oct 10–23 data on Cainiao, Yanwen or YunExpress rates or clearance times; the Cainiao item is a bare Mexico customs headline with no body. The only timing figure is an undated Yanwen guide: parcels reach the US or Europe in roughly two to four weeks, and peak season from November stretches that.
On payments, every source is a provider's own marketing, so treat the rates as vendor claims. Airwallex's US page (Oct 13) lists FX at 0.5% above interbank on major currencies and 1% on others, against Payoneer at up to 3.5% on card conversions and 1.2%–4% on bank transfers. On a $10,000 supplier payment that is $50 versus $120–$400 (0.5% and 1.2%–4% of $10,000), a vendor-supplied comparison. Airwallex's Hong Kong page (Oct 21) gives a different spread, "from 0.2%", plus 3.30%–3.60% + HK$2.35 card fees, against Payoneer at up to 3.99% + US$0.49 and Stripe at 2% for conversion. The two Airwallex pages differ by market and product; we use the US figure for account FX and the Hong Kong figure for checkout. XTransfer advises comparing total cost, meaning transfer fee, FX margin, receiving fee and intermediary deductions. No payment or compliance rule change in the window appears in the material.
6. Opportunities and risks
Chapters 2 to 5 covered platforms, brands, duty rules and freight. This chapter turns them into implications by reader and a dated calendar. It uses only facts from those chapters and is not investment or legal advice.
6.1 What changed and what it means
| Reader | What changed | Implication | Evidence |
|---|---|---|---|
| Platforms | Missouri sued Temu on Oct 13 (allegations unproven); Texas announced a $3 million settlement with $8 million per failed audit on Oct 16 | State cases are a pattern; Texas terms on data location and audits may be a template (our reading, not a reported fact) | — |
| Sellers shipping from China | EU duty of €3 per item since Jul 1; €2 handling fee announced for Nov 1; DHL's three-line parcel pays €15 | Cost depends on how many tariff lines a parcel carries, so product data and stock location set landed cost | — |
| Sellers using Amazon | Peak fee of about $0.32 per unit from Oct 15; Q4 storage $2.40 against $0.78 per cubic foot; Amazon Shipping surcharges from Oct 25 | Q4 fee stack is higher than summer math; Amazon Air SMP (7 to 10 days) and Economy Air (11 to 15 days) are new inbound options | — |
| Brands | Pop Mart H1 revenue +23.8% while THE MONSTERS fell 7.5%; Anker +29.1%; SHEIN listed Sep 1 | Growth is moving to wider portfolios and stores, and resale premiums are thin outside hidden editions | — |
| Shippers and forwarders | Air rates +25% YoY on fuel up 112%; China-Europe tonnage -10%, China-US +17% | Quotes reprice several times a day on US lanes; Europe lanes carry volume risk from the duty change | — |
The end of low-value exemptions has turned cross-border selling into a per-line, per-unit cost problem: duty, handling, fees and fuel-driven freight now decide margin more than demand does.
6.2 Opportunities and risks by theme
Opportunities. Adobe's estimate of $275.1 bn in US online sales for Nov 1 to Dec 31 (+6.7%) frames the season, though it is not a cross-border split. China-to-US air tonnage grew 17% in September, so that lane has demand. Ocean rates are expected to soften into November and December. Anker and Pop Mart both report double-digit H1 2026 revenue growth, as group figures. TikTok Shop's extended returns window (to Feb 10, 2027) is a buyer-confidence tool for BFCM orders, with auction orders excluded.
Risks. Adoption of the EU €2 fee is unconfirmed, so planning to a status that could still change carries risk either way. A leaked draft of an EU market surveillance fee proposes fines of up to 6% of global revenue. Holiday returns cost about $19.30 per $100 sold. SHEIN's Q1 2026 margin swung from 4.4% to -1.1%, and Bloomberg reports it was weighing compensation for late investors; no decision had been made. Payment rates in the material are vendor claims, and dated carrier and clearance data is missing from Chapter 5.
Evidence limits. Texas terms depend on a court signature that PPC Land says was blank. The Nikkei figure of -70% by weight does not state a market or period.
