Overview|Separate confirmed hits from claims; track dates

    発表者ノート

The main point this week is to separate confirmed hits from claims, and to track dates. UKMTO confirmed tankers struck off Al Faw and Bukha on October 20 and 21, while Iran's claim of seven tankers hit on October 22 is only claimed; AP could not confirm it. The US waiver of October 16 is in effect with no expiry, yet it moved Brent for one session. Brent settled at $113.17 on October 22, a five-month high, reported. China's expanded rare-earth controls are suspended to November 10, 2026. So confirmed, claimed and reported items belong in separate columns, with each licence and review date in one calendar. Next, the Hormuz attacks.

Hormuz · Attacks|Treat Iran's tanker claims as unverified

    発表者ノート

Treat Iran's tanker claims as unverified. UKMTO confirmed a tug hit by two projectiles off Khor Fakkan on October 18, and tankers struck off Al Faw on October 20 and Bukha on October 21, with the Bukha fire put out. JMIC found no substantiation for Iran's October 17 claim of two supertankers mined, and AP could not confirm the October 22 claim of seven tankers, which UKMTO did not report. UKMTO says most victims no longer report, so its confirmed count is a floor. Nothing is agreed in talks, and the reported US–Israeli operation after the November 3 midterms is a plan, not an event. Next, Ukraine.

Ukraine · Salvos|Jet-drone share rose to about 52%; talks stalled

    発表者ノート

In Ukraine, the salvos grew heavier while talks produced no new offer. Per Ukrainian figures via ISW, Russia fired 269 drones on October 18 to 19, 59 of them jet-powered, about 22%. On October 21 to 22 it fired 210 drones, 110 of them jet-powered, about 52%, plus 21 ballistic missiles at Kyiv. Witkoff met Putin on October 21, and on October 22 Peskov said Putin presented no proposal. ISW judges the Kremlin wants economic concessions from Washington, not an end to the war. Territory and casualty figures are revised estimates. Next, sanctions.

    Drones per salvo (Ukrainian figures)

    Read:

    jet-powered drones were 59 of 269 (about 22%), then 110 of 210 (about 52%)

What it means: salvos grew faster and heavier while Russia's position did not change, so the war is escalating rather than moving to a ceasefire.

    Heavier salvos, no new offer

Strikes: Oct 18–19, at least four killed, 55 wounded, about 550,000 households without power; Oct 21–22, 210 drones plus 21 ballistic missiles at Kyiv

Talks: Witkoff met Zelensky and European leaders in Oslo on Oct 20 and Putin in St Petersburg on Oct 21; on Oct 22 Peskov said Putin presented no proposal

Positions: ISW judges the Kremlin wants economic concessions from Washington, not an end to the war; Zelensky is open to freezing the front line

Revised estimates: ISW net Russian territory loss since Sep 1 was 122 km² to Oct 16, about 73 km² on Oct 21 and 241 km² on Oct 22; Russian October casualties almost 37,000 vs 31,270 for all of October 2025, +18% (ISW-reported estimate)

Next step: plan for continued strikes on Ukraine and read territory and casualty figures as revised estimates.

Sanctions|Treat the US waiver as open-ended, not a lifting

    発表者ノート

The US waiver is open-ended, not a lifting. The October 16 executive order waives Graham Act duties and listed sanctions with no expiry, suspending the 500% tariff on Russian goods and 100% on main buyers, while sanctions under existing orders such as EO 14024 stay. Rubio spoke of up to 60 days of review and Bessent said no sanctions were lifted; we follow the instrument. Norway aligned with the EU's 21st package on October 21, and a 22nd is in preparation, not adopted, so Washington loosened and Brussels tightened. The diesel stages sum to 4.8 million tonnes, deliveries unverified. Next, energy and Brent.

What it means: Washington loosened and Brussels tightened (Norway aligned with the EU's 21st package on Oct 21; a 22nd is in preparation, not adopted), so exposure differs by jurisdiction, and the diesel deal is too small to move prices.

    Follow the instrument

No expiry: the Oct 16 order waives Graham Act duties (sections 112, 113) and sanctions (sections 102(a), 102(d), 102(e), 103 to 111, 117); sanctions under existing orders such as EO 14024 and the Act's Iran sections stay

500% tariff on Russian goods and 100% on main buyers suspended; GL 135 authorises Russian diesel transactions to Apr 7, 2027 (issued Oct 9, context)

Rubio vs Bessent: up to 60 days of review vs "no sanctions were lifted"; 60 days would end Dec 15 if counted from Oct 16 (estimate)

Others: OFAC added Beijing-registered entities to its non-SDN list under PAIPA on Oct 19; China's Announcement 48 is a draft (comments to Nov 15), registration in effect

Diesel stages announced Oct 9 (thousand t)

    Read:

stages sum to 4.8 Mt, deliveries unverified; the first 300,000 t is about 2.3 days of Kpler's 130,000 t a day deficit (estimate)

Next step: keep a licence and review date list for each jurisdiction (Oct 30, Nov 15, Dec 15, Apr 7, 2027) and verify deliveries before relying on diesel volumes.

These are reported figures. The waiver's price effect lasted one session: on Oct 19 Brent fell to $107.57 intraday but settled at $109.55. Kpler counts confirmed Hormuz shipments at 10.17 mb/d, 41% below pre-war, and war-risk cover is 3–10% of hull value. Oil follows insurance and access, while container rates follow capacity, and this page is about that split. Drewry's World Container Index rose 3% to $4,485 per FEU on Oct 15, then 2% to $4,585 in week 43. Carriers sought FAK rates of $4,500–4,800 on Asia–Europe from Oct 19, but Drewry expected little change as blank sailings fell from 6 to 2 and Suez routings returned. Maersk warns it could revert to the Cape, so Red Sea risk can still reverse the trend. Budget container lanes with a Cape-routing fallback, and track the upcoming French port action on Oct 30. Next, materials.

Materials|Plan for helium shortage and the Nov 10 date

    発表者ノート

Freight turns on capacity; materials turn on dates, with one exception. Only helium is a physical shortage today. CBS aired on Oct 18 that helium spot prices have tripled, citing an industry source, while Energy News Beat says roughly doubled, and a Polar Semiconductor supplier was put on allocation. US plus Qatar is 76% of world helium output, a USGS estimate. China's expanded rare-earth export controls stay suspended through Nov 10, 2026, with licensing in force; that is a suspension, not a lifting. So secure helium allocation now, and calendar Nov 10, Jan 1 and Jan 10, 2027. Next, the scenarios.

    World helium output, 2025

    million m3, USGS estimate

Read: US plus Qatar is 76% of world output.

Consequence: only helium is a physical shortage today, while rare earths, graphite and tungsten tighten or ease on paper dates.

Rare earths: expanded export controls stay suspended through Nov 10, 2026 with licensing in force, a suspension not a lifting; the graphite suspension runs to the same date (secondary source)

    September exports 4,269.8 t, −9.8% m/m ; Jan–Sep 43,711 t, −9.6%, with export value +46.6%

Tungsten: APT 470,000 yuan/t on Oct 15, about 69% below the March peak, but the rules did not move

US defence contractors may not deliver covered tungsten products from China, Russia, North Korea or Iran from Jan 1, 2027 (upcoming)

Helium: CBS aired on Oct 18 that spot prices have tripled (industry source; Energy News Beat says roughly doubled) and a Polar Semiconductor supplier was put on allocation

China helium export ban from Jul 10, 2026

Next step: secure helium allocation now and calendar Nov 10, Jan 1 and Jan 10, 2027 for magnet and chip inputs.

Scenarios|Check Hormuz access and dates, not the waiver

    発表者ノート

Now we put these threads into scenarios, and none is a forecast or carries a probability. Escalation rests on a reported US–Israeli plan for a short, intensive operation after the Nov 3 US midterms, with the Israeli election on Oct 27 before it. Stalemate means nothing agreed in talks and Hormuz kept at SEVERE. De-escalation means Iran says it would open the strait within a week if US conditions are met. Energy buyers watch for a US–Iran agreement and JMIC level changes, shippers track Suez routing, compliance teams keep a licence and review date list, and chip and magnet makers secure helium. Last, the calendar.

    Three labelled scenarios

none is a forecast and none carries a probability

    Escalation

Reported US–Israeli plan for a short, intensive operation after the midterms

A third US carrier and more troops being sent; Iranian tanker-hit claims unverified

Oct 27 Israeli election Nov 3 US midterms

    Stalemate

Nothing agreed in talks; JMIC keeps Hormuz at SEVERE

    Kpler: Hormuz shipments 10.17 mb/d, 41% below pre-war ; Russia's energy-ceasefire position unchanged

    Weekly UKMTO and JMIC updates

    De-escalation

Iran says it would end the war and open the strait within a week if US conditions are met, including lifting the blockade of its ports

ING: a US–Iran agreement is needed before the risk premium can fall

    AAA diesel $6.31 against a record $6.52; first 300,000 t tranche is about 2.3 days of the 130,000 t a day deficit

    Compliance teams

    Open-ended

US waiver, GL 135 runs to Apr 7, 2027

    Chip and magnet makers

    $1,150 /kg

    yttrium oxide, against $9/kg

Helium spot about tripled ; rare-earth controls suspended to Nov 10 with licensing in force

    Consequence

The Russian diesel deal is too small to move prices and tanker cost follows insurance and access. Helium is a physical shortage now ; rare earths and tungsten depend on policy dates.

    Next step

Energy buyers watch for a US–Iran agreement and JMIC level changes, compliance teams keep a licence and review date list, shippers track Suez routing, and chip and magnet makers secure helium.

1. Key takeaways from the week

Between Oct 17 and Oct 23, 2026, the war around the Strait of Hormuz and the Russia–Ukraine war kept producing attacks, but the week's biggest legal change was a US waiver, not a new sanction. Five conclusions follow; each is supported in the chapter named at its end and judged against Oct 24, 2026.

1. Hormuz attacks continue, but confirmed incidents and Iranian claims must be kept apart. UKMTO confirmed a tug hit by two projectiles on Oct 18 and tankers struck off Al Faw (Oct 20) and Bukha (Oct 21). Iran's claims of mine strikes on Oct 17 and of seven tankers hit on Oct 22 were not substantiated by JMIC or confirmed by AP. Nothing is agreed in talks, and the New York Times reported plans for a short, intensive US–Israeli operation after the Nov 3 midterms. [Chapter 2]

2. In Ukraine, the strikes escalated while diplomacy stalled. Russia fired 269 drones on Oct 18–19 and 210 drones plus 21 ballistic missiles at Kyiv on Oct 21–22, so the jet-powered share rose from about 22% to about 52% (Ukrainian figures via ISW). After Witkoff met Putin on Oct 21, Peskov said Russia's energy-ceasefire position was unchanged. [Chapter 2]

3. The waiver loosened Washington's Russia sanctions while Brussels tightened. The executive order of Oct 16 suspends the Graham Act's 500% tariff and 100% buyer tariff and waives its sanctions sections, with no expiry, although older executive-order sanctions are untouched. Bessent said "no sanctions were lifted". Norway aligned with the EU's 21st package on Oct 21, and a 22nd package is being prepared. [Chapter 3]

4. Energy prices and freight follow Hormuz access, not the waiver. Brent fell to $109.55 on Oct 19, then settled at $113.17 on Oct 22, a five-month high. Kpler counts confirmed Hormuz shipments at 10.17 mb/d, 41% below pre-war, and Marsh puts war-risk cover at 3–10% of hull value against 0.15–0.25% before the war. Container rates moved the other way: Drewry's index rose 2% to $4,585 per FEU as ships returned to Suez routings. [Chapter 4]

5. Helium is short today, while rare earths and tungsten are policy clocks. China's expanded rare-earth controls stay suspended to Nov 10, 2026 while licensing remains in force. A CBS report of Oct 18 says helium spot prices have tripled and some buyers are rationed. Tungsten APT was 470,000 yuan/t on Oct 15, about 69% below its March peak. [Chapter 5]

2.2 Hormuz and the wider Middle East war

The war began on Feb 28, 2026; a June memorandum failed and Trump called the truce over on Jul 7 (context).

Attacks. UKMTO's weekly count to Oct 16 (context) was 12 attacks: 10 in Hormuz, 1 in the Arabian Gulf, 1 in the Gulf of Oman; one ship lost, two disabled, three unconfirmed. UKMTO says most victims no longer report, so this is a floor. UKMTO counts 135 incidents since Feb 28; JMIC counts 153 confirmed since Mar 1. They are different counters, so we quote both and do not add them.

In the window, UKMTO logged a tug hit by two projectiles on Oct 18, a tanker struck 30 NM south-east of Al Faw at 1830 UTC on Oct 20, and another struck 11 NM west of Bukha at 0145 UTC on Oct 21, its fire put out. JMIC kept Hormuz at SEVERE on Oct 18; gCaptain says it raised the wider Persian Gulf to SUBSTANTIAL (date not stated).

Claims we do not count. The IRGC claimed mine strikes on two supertankers on Oct 17 and on a supertanker on Oct 20, naming no ships. On Oct 22 Iranian state TV said seven tankers were hit; AP could not confirm and UKMTO did not report it. Earlier claims (Jul 18 to Oct 14) were denied by CENTCOM or contradicted by JMIC, as with GFS Pride, hit by a projectile. We follow JMIC and CENTCOM. Transit numbers are in Chapter 4.

Talks and the next round. Iran says it would end the war and open the strait within a week if the US meets conditions, including lifting its blockade of Iranian ports; nothing is agreed (AP, Oct 22). The US is sending a third carrier and thousands of troops. The New York Times reported on Oct 21 that US and Israeli planners have a short, intensive operation ready for after the Nov 3 midterms; NPR's unnamed source says early November. An Israeli officer told Channel 12 there was no reason to strike before the elections (headline, date not stated); NPR dates Israel's election Oct 27. These are reports; both dates are upcoming.

Yemen and Saudi Arabia. ISW assessed on Oct 22 that the Houthis "almost certainly" took a stretch of the Taiz–Aden road. On Oct 20 the UK said it would intercept Houthi projectiles over Saudi Arabia.

2.3 Russia–Ukraine: talks, strikes and a contested front

ISW's judgement: the Kremlin wants economic concessions from Washington, not an end to the war, while Russian forces are "not winning on the battlefield".

Diplomacy. Witkoff met Zelensky and European leaders in Oslo on Oct 20 and Putin in St Petersburg on Oct 21. Ushakov said Putin found the proposals had "little that was useful"; Peskov said Russia's energy-ceasefire position was unchanged and that Russia "needs peace, not a ceasefire". On Oct 22 Peskov said Putin presented no proposal. Zelensky told Fox News on Oct 21 he is open to freezing the front line, as since 2024. Putin claimed a first 40,000-tonne diesel cargo would sail to the US within two to three days and Novak said Oct 22; ISW treats both as claims, and the deal itself is in Chapter 3.

Strikes. Russia fired 269 drones (59 jet-powered) plus missiles overnight on Oct 18–19; at least four were killed and 55 wounded, and about 550,000 households lost power (Ukrainian officials via ISW). On Oct 21–22 it fired 210 drones (110 jet-powered) and, per Zelensky, 21 ballistic missiles at Kyiv. The jet share rose from 59 ÷ 269 ≈ 22% to 110 ÷ 210 ≈ 52%. On Oct 17–18 Ukraine hit a VK data centre, an oil terminal and a substation near St Petersburg (ISW geolocation); the Russian MoD claims 1,015 drones downed.

The front. ISW's net Russian territory loss since Sep 1 was 122 km² to Oct 16 (Oct 20 report), about 73 km² (Oct 21) and 241 km² (Oct 22). The windows differ and the series is not monotonic, so we treat them as revised estimates. A check: 0.25 km² a day over 295 days (Jan 1 to Oct 22) is about 74 km², matching ISW's 73 km² net gain since Jan 1. ISW also reports almost 37,000 Russian casualties in October to Oct 22 against 31,270 for all of October 2025: 5,730 more, +18%.

2.4 Taiwan Strait, South China Sea and other flashpoints

The Taiwan Strait stayed quiet. China closed five coastal zones for firing on Oct 12–17; the nearest, off Wenzhou, is about 150 nm (278 km = 150 × 1.852) from Taiwan by Storm Media's estimate, 159 nm by Taiwan's port bureau, which saw no shipping impact. Two Chinese drones and a reconnaissance aircraft flew near Japan's Keen Sword 27 exercise (about 45,000 Japanese and 12,000 US troops; start date not stated).

Pressure is higher in the South China Sea. On Oct 20 the PLA said it tracked USS Charleston near Sabina Shoal; USNI counts at least eight China–Philippines close encounters since the start of October.

3. Sanctions and countermeasures

Chapter 2 covered the fighting; the legal side of the week turned on one US decision signed the day before the window opened, while Brussels moved the other way.

3.1 Sanctions at a glance

The week's biggest sanctions change was a waiver, not a new sanction. Washington suspended the Graham Act's new Russia measures without lifting any older executive-order sanction, while the EU, Norway and OFAC kept adding names.

3.2 The Graham Act waiver and the diesel licence

The instrument is an executive order of Friday, Oct 16, invoking section 115 of the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 and certifying to Congress that the waivers serve the national interest. It waives the duties in sections 112 and 113 and the sanctions in sections 102(a), 102(d), 102(e), 103 to 111 and 117. The Act's 30-day clock ran out at midnight on Sunday, Oct 18. Steptoe notes the order nominally imposes the tariffs and waives them in one text.

What stays: section 4(b) leaves sanctions under existing orders such as EO 14024 untouched, and the Act's Iran sections are not waived. The Ending Importation of Russian Oil Act, which bars Russian oil products including diesel, also remains.

Conflict on duration. Rubio said the administration would use up to 60 days to assess the effects, and Bessent said "no sanctions were lifted". The order itself sets no expiry and runs until the President or Secretary of State decides otherwise. We follow the instrument: the waiver is open-ended, and 60 days is a review period. If counted from Oct 16 it ends Dec 15 (15 + 30 + 15 days; start date not stated, estimate).

Bessent also said "the only thing that has been lifted is the diesel embargo". That is a claim, not the instrument. GL 135 authorises specified transactions including US imports and keeps a restriction on debits to certain Russian government accounts. Its April 7, 2027 date is the licence expiry, not the waiver's. Lawmakers of both parties questioned its legality. Zelensky called it a "historic mistake"; Senators Darline Graham, Tillis and Cornyn opposed it.

The diesel stages sum to 300,000 + 500,000 + 1,000,000 + 3,000,000 = 4.8 million t. Scale (PPI): world diesel use of about 29 million b/d ÷ 7.4 barrels per tonne ≈ 3.9 Mt a day, so the first 300,000 t is about 8% of one day (about two hours). Against Kpler's estimated deficit of 130,000 t a day, the first tranche is 2.3 days and the full 4.8 Mt about 37 days (4,800,000 ÷ 130,000), if delivered (estimate). Delivery is doubtful: Ukrainian strikes damaged refineries and Russian export curbs persist despite easing on Oct 10. AAA diesel was $6.28 on Oct 9, $6.33 on Oct 16 and $6.32 on Oct 19, up 0.6% from Oct 9 (6.32 ÷ 6.28) (see Chapter 4).

3.3 Europe, Norway and US designations

EU (context, five days before the window). On Oct 12 the Council adopted its largest listing round: 826 companies plus 743 CEOs = 1,569. These suppliers turn over at least €20 billion and employ over 250,000; over half the listings concern ballistic missiles. The Council also listed 77 people tied to Duma "elections" in occupied territory (74 candidates, 3 election officials) and 3 individuals and 4 entities under the DPRK regime. The total is "close to 4,600" in EEAS text, "4,500+" in its graphic.

In the window. Norway's alignment with the EU's 21st package, adopted Jul 23 after a blockade, took effect Oct 21. EU leaders in Brussels said no sanctions would be lifted until Russia stops the war and that a 22nd package is being prepared. Nexus Europa (AI-generated) reports that around Oct 21 to 23 EU states agreed to drop Usmanov and Fridman to extend listings of nearly 3,000 targets. Fieldfisher recorded on Oct 6 that the regime was renewed on Sep 22 for three years, without Usmanov, Fridman, Falaleev and Redbird. We follow Fieldfisher on the date and treat Nexus as unconfirmed. The UK's last package in the material is Oct 1 (context): 23 designations and 8 ships, with Sakhalin-2 licences extended to Dec 31, 2026.

US. On Oct 15 (context) OFAC designated 16 individuals and 10 entities under EO 13902, including Iran's Jazireh and Chabahar banks and Iraq's IDB, with GL FF allowing wind-down until Oct 30. This continues Operation Economic Outcast, launched Aug 24. OFAC also extended Lukoil GLs 128D and 130B from Oct 29, 2026 to Apr 24, 2027. Two OFAC/Treasury pages returned errors, so no Iran action after Oct 15 is confirmed. On Oct 19 OFAC added Beijing-registered Qiji Chuangtan partnerships to its non-SDN list under PAIPA, with a wind-down licence (GL 2).

3.4 China and Russia: countermeasures

China's only dated instrument near the window is MOFCOM/MOST Announcement [2026] No. 48 of Oct 16, which proposes 40 controlled AI, biopharma and solar technologies, seeks comments until Nov 15 and requires temporary registration from Oct 16. Registration is not approval; restricted AI models include those at 10²⁶ FLOPs or 2 trillion parameters. It is a general export control, not retaliation. Under the Anti-Foreign Sanctions Law the material lists MOFCOM Orders 2 and 3 (2026) but gives no dates. A list page gives 53 and 59 Unreliable Entity List entries, so we do not use it. Analysts say Beijing is unlikely to match its 2025 response to the proposed Match Act (estimate). For the Nov 10 rare-earth suspension, see Chapter 5.

Russia's countersanctions are context: Decree 665 of Sep 23 extends them to Dec 31, 2028. In the window its response was rhetorical: Lavrov (Oct 19) and Medvedev (Oct 20) kept the United States an adversary. ISW assesses the Kremlin is seeking economic relief; Jamestown doubts Russia can reach 10% of global diesel exports by year-end.

Judgement: Washington loosened and Brussels tightened, so exposure now differs by jurisdiction. Dated tests: Oct 30 (GL FF), Nov 15, Dec 15, Apr 7, 2027.

4. Energy and shipping effects

Chapter 3 set out the sanctions instruments, including the Graham Act waiver and the Russian diesel deal; this chapter measures what actually moved in prices, flows, insurance and freight between Oct 17 and Oct 23, 2026.

Brent's last settlement in the material, on Oct 22, was $113.17, a five-month high, six days after the waiver. The waiver's price effect lasted one session. Hormuz flows, war-risk cover and freight cost set the floor.

4.2 Oil prices: the waiver faded within a session

Brent settled at $109.86 on Fri Oct 16, its highest since May 19. On Mon Oct 19 the waiver pushed it down as far as $107.57 (−2.08%), but it settled at $109.55, having clawed back nearly all of an early $3 slide.

On Tue Oct 20, Brent swung more than $6, hit $111.99 and settled at $108.79 after Iran–Pakistan mediation talks. On Thu Oct 22 it settled at $113.17, up $4.35 (about +4.0%). That implies a Wednesday settlement of 113.17 − 4.35 = $108.82, and a net rise of 113.17 − 109.86 = $3.31 (+3.0%) since Oct 16. An Indoen article dated Oct 22 gives $111.99 as the week's peak; we follow Newsquawk, since it covers Thursday's session. No Oct 23 settlement is in the material.

Forecasts are estimates. DBS sees $100–110 until the Nov 3 US midterms. Morgan Stanley raised its Q4 Dated Brent forecast to $105, citing record tanker freight, low inventories and Gulf and Russian supply running 5.5 mb/d below a year earlier. ING said a US–Iran agreement is needed before the risk premium can fall.

4.3 Hormuz flows, war-risk cover and freight

Flow estimates disagree because they measure different things.

Source Measure Value Implied pre-war baseline
Kpler via Dow Jones Confirmed Hormuz shipments, 7 days to Oct 17 10.17 mb/d (−41%) 10.17 ÷ 0.59 ≈ 17.2 mb/d
Kpler via OGJ Gulf crude flows, 7-day average, week to ~Oct 17 ~8.5 mb/d (prior week >20) not stated
Indoen Crude via Hormuz, week to Oct 14 9.4 mb/d (~70% of pre-war) 9.4 ÷ 0.70 ≈ 13.4 mb/d
Splash247 Signal Ocean, crude plus products, date not stated 13.9 + 2.3 = 16.2 mb/d not stated

We follow the Dow Jones/Kpler figure because it states both window and baseline. Kpler's all-route measure, adding Gulf of Oman and Red Sea terminals, was 19.04 mb/d, 19% below pre-war. Oct 22 claims of flows "near pre-war" come from an aggregator tracker and an auto-drafted briefing, and are unverified.

Vessel counts are the more reliable gauge. JMIC/UKMTO logged 254 transits in the week to Oct 14, or 254 ÷ 7 ≈ 36 a day. Independent tracking showed single-digit daily transits, and US-assisted traffic averaged ~28 a day over 72 hours. A 70% fall implies about 847 transits a week (254 ÷ 0.30), or ~121 a day, which is near the 130–140 a day baseline Reuters cites. On Oct 18, JMIC counted ~217 vessels at anchor off Fujairah and Khor Fakkan and 166 more from Dubai/Jebel Ali towards Ras Al Khaimah, a total of 383. JMIC kept Hormuz at SEVERE and raised the Persian Gulf to SUBSTANTIAL, although CENTCOM said on Oct 15 the strait was open.

Cost is where the strait is closed in practice. Marsh puts war-risk at 3–10% of hull value against 0.15–0.25% before the war, which is 3 ÷ 0.25 = 12× to 10 ÷ 0.15 ≈ 67×, or $3–10 million on a $100 million tanker. According to Lloyd's List, the buyback cost has risen from ~$25,000 a year to $30,000 a week, about 62× on a weekly basis. The Gulf–China VLCC rate reached $1.2 million a day in early October against ~$80,000 a year earlier, a 15× rise (LSEG via Reuters). The IEA, via Eagle Intelligence, puts Gulf-to-Asia crude shipping above $37/bbl, more than five times pre-war, so pre-war was under $7.4/bbl. No tanker-rate series dated inside the window is in the material.

4.4 Aramco, diesel and containers

Aramco. Its November prices were set on Oct 5, before the window. Asia was cut to $5 below benchmark from $2 below for October, Europe was raised by $3 and the US was unchanged, according to Energy Connects. No new price appears in the window. The Houthis claimed strikes on Yanbu and Shaybah on Oct 18–19, which the material does not confirm. Yanbu's practical crude-export ceiling is 4–4.5 mb/d (Al Jazeera, Reuters). Q3 results are due Nov 3.

Diesel. AAA's US average was $6.31 on Oct 20; EIA's was $6.276 on Oct 19. AAA's record was $6.52 on Sep 22 (AFP: $6.53 for late September; we follow the dated figure), so 6.31 − 6.52 = −$0.21 (−3.2%). From the pre-war $3.75, the rise is 6.31 − 3.75 = $2.56 (+68%). Russian net diesel exports fell from 1.05 to 0.2 mb/d in Q3, about −81% (Rystad). Kpler puts the global diesel deficit at ~130,000 t/d (~1 mb/d), while Energy Intelligence puts it at 1.7–1.8 mb/d and says Ukrainian strikes explain one third of it, or 0.57–0.60 mb/d. The first 300,000 t tranche of the deal (Chapter 3) is 300,000 ÷ 130,000 ≈ 2.3 days of Kpler's deficit. AFP says Moscow's diesel ban runs July to end-October, while OGJ says it is partly in place after easing on Oct 10; we follow OGJ as the later report.

Containers. Drewry's WCI rose 3% to $4,485/FEU on Oct 15, ending three weekly falls, then 2% to $4,585 in week 43 (+$100, +2.2%).

Drewry lane (USD/40ft) Oct 15 Week 43 Change
Shanghai–Rotterdam 3,522 3,632 +110 (+3.1%)
Shanghai–Genoa 3,945 4,152 +207 (+5.2%)
Shanghai–Los Angeles 7,884 8,007 +123 (+1.6%)
Shanghai–New York 10,075 10,166 +91 (+0.9%)

Shipping Telegraph's printed dollar changes for Rotterdam ($207) and Genoa ($249) do not match the Oct 15 levels, so we use level differences. Carriers sought FAK rates of $4,500–4,800 on Asia–Europe from Oct 19, but Drewry expected little change, as blank sailings fell from 6 to 2 and Suez routings returned. Maersk and Hapag-Lloyd are returning gradually, and Maersk warns it could revert to the Cape. A Global Maritime Hub headline dated Oct 22 reports 63% of Far East–Europe capacity back on Suez routing; its body is not in the material. The Intra-Asia index was $1,453 (−3%), +198% on a year earlier (1,453 ÷ 487 ≈ 2.98). Los Angeles handled a record 1,042,652 TEU in September, and French port unions plan joint action on Oct 30 (upcoming).

Containers and crude are decoupling: container rates follow capacity as ships return to Suez, while crude and diesel follow insurance and physical access. Red Sea risk can still reverse the container trend.

5. Critical raw materials

Chapter 4 priced what the Gulf war did to oil and shipping; the same Hormuz chokepoint, together with Beijing's export licences, now decides who can still buy the materials that chips and magnets depend on.

5.1 Materials at a glance

Item Key figure Date Status Source
China expanded rare-earth rules Suspended to Nov 10, 2026 Reported Oct 22 Suspended; licensing in force GEP
China rare-earth exports, Sept 4,269.8 t, -9.8% m/m Reported week of Oct 12-18 Reported Strategic Metals Invest
Yttrium oxide, ex-China $1,150/kg vs $9/kg in China Date not stated Reported Argus (via FT)
Tungsten APT (China) 470,000 yuan/t Oct 15 Reported SMM (via Markets Insider)
Gallium price, Q2 vs Q1 UK +3.65%, China +1.01% Posted Oct 22 Estimate Global Risk Community
Helium spot price About 3x pre-war Oct 18 Reported CBS News

Only one of these risks is a shortage today. Helium is physically short because of the Gulf; rare earths, graphite and tungsten are policy clocks (Nov 10, Jan 1, Jan 10) that tighten or ease on paper.

5.2 Rare earths: a suspension, not a lifting

On Oct 22, GEP reported that China's expanded rare-earth export controls remain suspended through Nov 10, 2026. The suspended rules would reach foreign-made products in which specified Chinese-origin rare-earth items are at least 0.1% of value; the earlier licensing regime "has stayed active throughout". China held about 85% of global rare-earth refining in 2025. Graphite follows the same calendar. According to NextMSC, MOFCOM Decision No. 58 (Oct 9, 2025) listed artificial graphite anode materials, and Decision No. 70 (Nov 7, 2025) suspended it until Nov 10, 2026; graphite licensing from Dec 1, 2023 stays in effect. The instrument suspends implementation, so we do not call either a lifting.

Volumes show the licence wall holding. China Customs data, cited by Strategic Metals Invest, put September rare-earth exports at 4,269.8 t, 9.8% below August (implied August: 4,269.8 / 0.902 = about 4,734 t) and 6.7% above September 2025. Jan-Sep exports were 43,711 t, 9.6% below 2025, yet export value rose 46.6%, which the source attributes to prices and product mix.

The pressure shows in yttrium. The FT, as relayed by Newsmax (date not stated), reports Japanese officials expecting shortages before year-end, and Argus prices yttrium oxide at $1,150/kg outside China against $9/kg inside, about 1,150 / 9 = 128x. A US official told the FT Beijing meets about two-thirds of its commitments, which is one party's claim.

GEP also reported that Washington and Beijing each named about $30 billion of goods for possible tariff cuts after the October Trump-Xi summit (exact date not stated); China's list has over 1,600 categories, the US list 77. USTR's Jamieson Greer said export controls are outside its scope, and rates and dates are unannounced (proposed). The wider truce runs to Jan 10, 2027.

5.3 Tungsten, gallium, germanium: prices fall, rules stay

Markets Insider carries paid newswire commentary; we use only its attributed numbers. SMM put Chinese APT at 470,000 yuan/t on Oct 15, about 69% below the mid-March peak; China Tungsten Online says major products are down nearly 70% in seven months. The implied peak is 470,000 / (1 - 0.69) = about 1.5 million yuan/t (derived, not reported). On Oct 19 SMM said large producers were buying again. A CTIA headline put APT near "RMB 500,000/ton" on Oct 21 (different source, no change computed).

The rules did not move. China allows only 15 companies to export tungsten in 2026-27 (Reuters, Dec 2025, via ref_86). From Jan 1, 2027 (69 days from Oct 24, upcoming) US defence contractors may not deliver covered tungsten products from China, Russia, North Korea or Iran.

For gallium, a Q2 2026 price note posted Oct 22 (market-research press release, so "according to") shows importers rising faster than China versus Q1: UK +3.65%, USA +3.83%, India +3.91%, China +1.01%. Germanium.com headlines, without figures: on Oct 20 September gallium exports rebounded while germanium slumped, and China tightened dual-use rules on machinery and technologies. A draft control on polysilicon and wafer technology dates from Oct 16, a day before the window.

5.4 Helium: the Gulf chokepoint reaches the fab

SIA's October 2026 report finds about 95% of the roughly $27 billion of equipment and materials US chipmakers use comes from suppliers based in the US, Europe or Japan, yet it lists 200 Tier 1 inputs and rates about half the categories "high" or "medium" vulnerability.

USGS data, relayed by Lodi 411, put 2025 world output at 190 million m3: US 81 (43%), Qatar 63 (33%), Russia 18, Algeria 11, others 17; US plus Qatar is 144 / 190 = 76%. Repair estimates differ: CBS says Qatar quoted at least three years for Ras Laffan, Lodi says three to five. We follow CBS, which traces to Qatar. The Ras Laffan strike was in March 2026 (context, not a window event) and Chapter 2 does not cover it.

China banned helium exports from Jul 10, 2026 under Announcement No. 29 (in effect); Russian exports need a licence through 2027, according to Lodi. The US exported 38 of its 81 million m3 in 2025 (47%), and exports are up about 70% since the war began (Census, via CBS).

Prices conflict. CBS cites a former Air Liquide executive saying spot prices have tripled; Energy News Beat says they roughly doubled early on, from about $300-500 to $600-1,200+ per thousand cubic feet. We follow "two to three times", since spot is a small share of volume. Rationing is clearer: a Polar Semiconductor supplier put it on allocation and a university lab was offered 50% of last year's use. CBS aired this on Oct 18, and Pulsar Helium's Oct 21 release confirms the broadcast.

The material has no window data on sulphur, fluorspar or neon, and no price levels for germanium. The DOE's helium critical-material designation (AP) is undated, so it is context.

6. Risk scenarios and watch points

Chapters 2–5 covered the fighting, the sanctions, the energy and shipping data and the materials. This chapter turns them into labelled scenarios, a table by reader and a dated watch-list. It uses only facts from those chapters; scenarios are not forecasts and carry no probabilities.

The week's price and supply risk is set by Hormuz access and by dates, not by the Russian waiver: the waiver is open-ended and moved Brent for one session, while access, insurance cost and the Nov 3 to Nov 10 calendar decide what buyers pay.

6.1 Three scenarios and their indicators

Scenario Indicators already visible Dates to watch Evidence
Escalation Reported US–Israeli plan for a short, intensive operation after the midterms; a third US carrier and more troops being sent; unverified Iranian claims of tanker hits Oct 27 (Israeli election per NPR); Nov 3 (US midterms) —
Stalemate Nothing agreed in talks; Hormuz shipments at 10.17 mb/d, 41% below pre-war; JMIC keeps Hormuz at SEVERE; Russia's energy-ceasefire position unchanged Weekly UKMTO and JMIC updates —
De-escalation Iran says it would end the war and open the strait within a week if US conditions are met, including lifting the blockade of its ports; ING says a US–Iran agreement is needed before the risk premium can fall Any US–Iran agreement; JMIC level changes —

Indicators for Russia–Ukraine are different. Russia's October casualties were almost 37,000 against 31,270 for all of October 2025 (ISW estimate), and ISW judges that the Kremlin wants economic concessions, not an end to the war. The waiver is not a lifting: older executive-order sanctions stay, and the 60-day review Rubio mentioned would end on Dec 15 if counted from Oct 16 (estimate).

6.2 What changed and what it means by reader

Reader What changed Implication Evidence
Energy buyers Brent settled at $113.17 on Oct 22, up $4.35 on the day. US diesel (AAA) was $6.31 on Oct 20 against a record $6.52 on Sep 22. The first 300,000 t Russian diesel tranche is about 2.3 days of Kpler's 130,000 t/day deficit The deal is too small to move prices; the price floor follows Hormuz access, and ING ties a lower premium to a US–Iran agreement —
Sanctions and compliance teams The US waiver is open-ended and leaves existing orders intact; GL 135 runs to Apr 7, 2027; Norway aligned with the EU on Oct 21 and a 22nd EU package is in preparation US and EU positions diverge; keep a list of licence and review dates —
Shippers and insurers JMIC counted 383 vessels at anchor on Oct 18; Hormuz transits were 254 in the week to Oct 14; war-risk cover is 3–10% of hull value; Drewry's index rose 2% to $4,585 per FEU Tanker cost is driven by insurance and access; container rates follow capacity as ships return to Suez, and Red Sea risk can reverse that —
Chip and magnet manufacturers Rare-earth controls are suspended to Nov 10 with licensing in force; yttrium oxide costs $1,150/kg outside China against $9/kg inside; helium spot prices about tripled and some buyers are rationed Helium is a physical shortage now; rare earths and tungsten depend on policy dates —
