The fortnight at a glance: cost fell at the bottom, margin at the top
Five conclusions
“Cost went down at the bottom of the chain, margin went down at the top, and the backlog kept growing faster than projects get energised.”
A two-speed market
Planned Chinese cell capacity close to 2,000 GWh against about 1,026 GWh of global demand; spot keeps getting cheaper.
Tesla says nearly all 2027 Megapack capacity is booked; compliance-ready supply for the US and EU stays tight.
Of about 12 GWh of overseas projects tracked, only about 18% is operating.

The lithium sell-off reaches cells only slowly
Where the cost cut stops
From early October to Oct 14, carbonate fell about 9.2% while 314 Ah cells fell under 1% (0.363 → 0.360 RMB/Wh). Had cells fallen by the same percentage, the cut would have been about RMB 0.033/Wh, roughly ten times the actual move. Integrators and EPC firms absorb the squeeze first.
Futures fell twice as hard as spot
On Oct 12 SunSirs' spot assessment fell 5.8% against futures' 11.79%: “a shift in the pricing anchor rather than a collapse”.
Forward views (estimates)
InfoLink RMB 100,000–120,000/t near term; SMM cost support near 100,000; Goldman Sachs about 100,000 in 2027 and 84,000 in 2028.
Four reasons cells lag lithium
Prices and delivery schedules are locked for some utility orders. Only 100 Ah cells, where makers built inventory, are falling noticeably.
Benchmark expects September's carbonate drop to pass through into October–November quotes, one to two months later.
A 2% consumption tax in effect since Sep 1 adds about RMB 0.007/Wh (≈US$1.05/kWh); announced to rise to 4% on Sep 1, 2027.
Utilisation was above 90% in September, and China's pause on new cell-capacity approvals is in effect, with a review due by year-end.

Award prices turned down before spot system quotes did
China storage prices (RMB/Wh)
TrendForce weighted-average awarded prices, September 2026, with month-on-month change.
Most of the decline sits in EPC margins and 2-hour equipment: 4-hour hardware awards held in a narrow RMB 0.52–0.58/Wh band, while weekly system quotes stayed “stable overall”.
Negotiating anchor: September awards are a better reference than H1 averages or weekly spot quotes.
The China–US gap, with the arithmetic
Gap US$146/kWh.
EIA's US$1,521/kW ÷ 4 h; a “modelling assumption”, not a paid price.
Our calculation from TrendForce's RMB 0.78/Wh.
Packs differ: BNEF's December 2025 survey put stationary-storage packs at US$70/kWh, and North American packs 44% above China's, so most of the US premium is added after the pack. Ember puts all-in 4-hour capex outside China and the US at US$125/kWh; tariffs or local-content rules can add US$100/kWh or more.
Makers ship more but earn less per GWh, while the top tier is sold out
Volume versus money
Tesla storage deployed (GWh, bars) and energy revenue (US$ bn, line), from Electrek's series of Tesla results.
Revenue per GWh works out to about US$210 m in Q3 2026 against US$274 m a year earlier (rough estimate: the segment includes solar and Powerwall). Energy gross margin recovered to 33.1%, but Tesla guides to low-to-mid 20% over the long term.
Vs consensus: revenue came in about 9.2% below the S&P consensus of RMB 181.924 bn.
Rankings: CATL leads cells, not systems
Global top five: CATL, Hithium, EVE Energy, BYD, CALB. Shipments were 467.84 GWh (+94.76%), with 248.73 GWh (≈53.2%) going outside China.
Top-10 share fell from 91.2% in H1 2025 to 88.8% for 2025, 85.2% in Q1 2026 and 82.3% in H1 2026.
BYD, Sungrow, Huawei, Tesla and HyperStrong lead with 303.40 GWh; CATL ranks eighth, which explains its push into AC-side and integrated systems.
Capacity: sold out at the top, idle at the tail
Nearly all 2027 capacity is sold out. Three Megafactories add up to about 110 GWh (Lathrop 40, Shanghai 20, Texas 50); LG ES supplies Michigan LFP cells from 2027 under a $4.3 bn deal.
Passed 200 GWh of cumulative shipments; long-duration orders “extend through the end of 2027”. A Spanish plant of about €400m targets 2027.
Close to 2,000 GWh planned against 1,026 GWh of global demand (about 1.95×); small and mid-sized makers run below 20% utilisation.
Sodium-ion has the orders, solid-state has the dates
Readiness roadmap, 2026–2030
Sodium-ion is the only post-LFP chemistry with GWh-scale storage orders in 2026, but CATL's sodium book runs about 70 times its own shipment target for the year. Solid-state remains a 2027–2030 story of pilot lines; nothing here changes grid procurement before 2028.
Price is the obstacle
Renqiu tender: sodium systems 1.0322 yuan/Wh against 0.5318 for LFP, about 1.94×.
Biggest physical milestone
Huadian's 100 MW/1,000 MWh compressed-CO₂ plant in Mulei, grid-connected Sep 30.
Sodium-ion
Intilion up to 3 GWh in DACH over five years (Oct 9, a development target), after Alfen 5 GWh and HyperStrong 60 GWh. Overseas deliveries begin June 2027. Highstar's 6 GWh Neijiang plant is scheduled for late October, not yet confirmed started.
Solid-state
Chery's Rhinoceros S pilot line in 2027; Samsung SDI mass production in H2 2027; China's target of initial large-scale use in 2030. EVTank counted 8.0 GWh of 2025 shipments, all semi-solid.
Long-duration
12.5 times the energy of the 10 MW/80 MWh Anhui unit of December 2023. The “>92%” figure is turbine design efficiency, not round-trip efficiency; none verified yet.
Readiness table
China's pipeline keeps growing, but commissioning fell
Monthly tenders and awards, 2026 (GWh)
TrendForce China Energy Storage Industry Tender Database, first-print values.
EPC contracts now carry the volume: September EPC awards reached a year high of 47.44 GWh, 34% above August. System awards swing with group procurement, jumping to 40.64 GWh in August and falling 79% to 8.62 GWh in September.
Binding constraint: converting awards into revenue-earning assets, not tender volume.
Why commissioning fell
With mandatory pairing abolished, developers have less reason to build, and existing income does not cover capital and operating costs.
Capacity-leasing income, once more than 50% of revenue in some provinces, has fallen sharply, and capacity tariffs do not fill the gap.
Administratively set time-of-use bands were abolished, narrowing peak-valley spreads and lengthening payback periods.
Policy and effective dates
Released Oct 19; comments until Nov 18; proposed effective Jan 1, 2027 for five years. Lets renewables bid jointly with co-located storage; provinces write the detailed rules.
No. 136 removed mandatory pairing (since Feb 2025); Circular 114 sets a national capacity-tariff pathway for standalone grid-side storage.
More than 300 GW of new-type storage by 2030 (set 2026), up from more than 180 GW by 2027. CNESA forecasts 365–435 GW by 2030 (estimate).
Overseas demand is strong; delivery is the constraint
Where the volume goes
Signed Q3 2026 storage orders of Chinese suppliers by destination, GWh (TrendForce via 36Kr; Asia-Pacific calculated as 14.6% × 74).
Europe and the Middle East took more than 70% of the signed book; 19 orders of 1 GWh or more added up to 62.2 GWh. Of the 11,973.6 MWh of projects tracked in the window, only 2,180 MWh, about 18%, is operating.
Compliance friction: EU document re-checks hit more than 10% of arriving cabinets since August, adding 7–14 working days.
Project stages in the window
Contract structure beats waiting for the bottom
The lithium move has not finished passing through. With InfoLink's estimated corridor of RMB 100,000–120,000/t and a tax floor of about RMB 0.007/Wh, the likely path is a slow drift lower in cell and system quotes over the next two months, not a step change. Buyers gain more from contract structure than from waiting.
Demand is not the constraint. Conversion is: returns in China, interconnection and bankability in India, and qualification for credits in the US.
What the fortnight means, by stakeholder
Anchor negotiations on September awards (4h EPC RMB 0.78/Wh), not weekly spot or H1 averages.
The US premium sits after the pack (packs +44%, turnkey ≈3×); budget for tariffs, FEOC and EU document checks.
Revenue stacking depends on capacity tariffs and the draft spot rules, effective no earlier than Jan 1, 2027.
Volume up, margin down; tier-1 sold out, tail idle. Expect consolidation; system integration is where margin is contested.
The upstream profit peak has passed. Read revenue per GWh and gross margin, not deployments alone.
Pilot sodium in cold or safety-sensitive sites; treat solid-state as a post-2028 option for grid storage.
Buyer checklist for the next quote
0 of 7 checkedKey dates to watch
The next two months will be decided by contracts and rules, not by chemistry: lithium-indexed quotes, the spot-market comment period, the EU hybrid cap and Brazil's first auction.
